"Qui Tam" for Title 18 U.S. Code § 242 ?

I'm new here, but I've read a lot of your stuff.
Has anybody in Hawaii used "Qui Tam" for Title 18 U.S. Code § 242 -
Deprivation of rights under color of law?
That makes our police chiefs criminals and takes it
out of civil law, when it comes to concealed carry permits and the violation
of our natural rights. There are rather nasty penalties, under this section.
Our laws still allow "Qui Tam" which is a way of citizens prosecuting
criminals when the government won't or can't do its job.
Any information will be appreciated.  I'm trying to throttle the renewal of
Hawaii county PD from CALEA Accreditation,  fire my police chief, and
if possible have him fined and spend some time in jail.
Or just follow the existing law and recognize my rights to
personal protection and issue a permit for concealed carry.
