Mr. Elefante,
I see you are concerned about the public safety consequences of people being distracted in public by "mobile electronic devices" and have thus submitted a proposed law to criminalize such dangerous behavior as walking across a public street. While this might be a good first step to protect citizens from themselves, you need to go further... much further.
I know this will reveal my age, but I think you should add "printed reading material or images" to the banned modalities. I can still remember when people actually read newspapers, magazines, and books while out in public... sometimes even when they were walking (bicycling? not so much). I still occasionally see a person reading printed material in public, and this provides a serious threat to public safety in addition to the modality you would have be a criminal offense.
Also you should ban talking to another person, in person (not just via mobile electronic device), while driving, walking, or bicycling...nothing can be more "distracting" than having to listen to some idiot say stupid stuff. That is a clear threat to public safety!
You might as well ban using a "mobile electronic device" while simultaneously conducting a conversation with anyone as those "multi-tasking" conversations are highly prone to "misunderstandings". While this instance may not be a direct "public safety" issue, it certainly would contribute to the "public welfare" dimension by creating greater peace and understanding.
Thank you for your dedicated service to protecting the citizens of Hawaii from their ignorant and stupid selves. If you don't do it, who will? I look forward to the day when every single politician holding office in Hawaii has the same beneficent mindset as you.
