Trading rifles with someone in Virginia. Need help with process. Thx (Read 5372 times)

Do I need to give my rifle to my FFL here in Hawaii to send to his FFL in Virginia? And, can He send his rifle directly to my Hawaii FFL? Any insights would be appreciated. Mahalo!

May I lawfully ship a firearm directly to an out-of-State licensee, or must I have a
licensee in my State ship it to him? May the licensee return the firearm to me, even if
the shipment is across State lines?


Any person may ship firearms directly to a licensee in any State, with no requirement for another
licensee to ship the firearm. However, handguns and other concealable firearms are not mailable
through the United States Postal Service and must be shipped via private common or contract
carrier (18 U.S.C. § 1715).

Firearms shipped to FFLs for repair or any other lawful purpose may be returned to the person from whom received
without transferring the firearm through an FFL in the recipient’s State of residence. FFLs may
also return a replacement firearm of the same kind and type to the person from whom received
(18 U.S.C. § 922(a)(2)(A)). An ATF Form 4473 is required for the return of the firearm, except
in instances when a firearm is delivered to a licensee for the sole purpose of repair or
customizing, and the same firearm or a replacement firearm is returned to the person from whom
received
(27 CFR § 478.124(a)).

one end must be a FFL, for either one of the  transaction. normally the receiving end only.

You should contact the Hawaii FFL you intend to use and ask their opinion.  Since this is a swap, the in-state and out-of-state FFLs can communicate with each other and act as a kind of escrow between you. 

You could have each FFL hold the received firearms pending each other's receipt and inspection.  Once your rifle is transferred, you lose any protection/leverage you might need to resolve any issues.

Let the FFL help you iron out the details.

It's a long gun, so the last part of suka's statement is all that's required.

One bit of advice on this would be that each party contacts the FFL on their end and work out the details first. Many licensees will not accept shipments from a private party (non-licensee), some will with advance notice, and a few just don't care as long as they're collecting fees. It's always good to know which you're dealing with.
