...One of the huge issues with Oahu is there is insufficient holding capacity when exiting/entering the freeways this in turn leads to backups onto/off of the highways/freeways.  A good example of this is the Vineyard off/on ramp and the intersection that feeds this.  I'm sure everyone here has had to sit in that gridlock and if you drive in from the east side in the morning you may have had to deal with the increase in efficiency by blocking the on ramp in the AM and can see how those people trying the access the prior off ramp can see how a small modification such as this can hugely affect the traffic flow.....
I totally agree with you about this. This is why I put in the: "IF WELL DESIGNED" statement. California built one of it's first freeways (The Harbor Freeway 11 up in the Pasadena area) with onramps so short you cannot get up to speed before you are dumped into the traffic lanes directly in front of cars going full speed. And the offramps were just as short. Meaning you have to jamb on your brakes while still in traffic lanes going full speed in order to exit and then execute a 90 degree turn at a maximum speed of 10-15 MPH or worse stop completely at a stop sign within a few yards of exiting or both! I see the same or similar mistakes here. There was no thought of how much traffic was going to use those on and off ramps when they were designed. Now traffic backs up on the on ramps because you have to wait for a clear traffic lane to enter. And worse traffic backs up in the traffic lanes as more people try to exit these short off ramps and sit at the stop signs. This creates a lane of stopped traffic while the next lane is still going at full speed. DANGEROUS! The state designed the southern part of this freeway VERY differently with long on and off ramps with stop lights and extra traffic lanes at the end where appropriate. So one can enter the freeway at speed with plenty of room to accelerate and traffic backups are controlled by signals and allow for large groups of cars to enter smoothly and quickly so few if any traffic backups occur. Same goes for off ramps.

Again, not a perfect solution but a better solution than what we have here and now. JMHO

While it would/could be effective in certain areas I disagree about the highway/freeway widening.

Exactly what I was thinking and our state construction people are too damn slow. The Kinau offramp diversion for traffic going to Beretania is taking way too long and looks like it may have stopped, maybe because the engineers haven't figured out what to do with the change in traffic flow in the Lusitana St. area.

Also,  the constant widening construction for that 30-40 year plan would mean parts of the freeway will always be closed and making the traffic situation worse. There are far too many cars on this island, we need viable mass transit that can get people to either give up their vehicles or use their vehicles less (we still need ours to get to Koko Head). I ride a bicycle to work and even pick up groceries with it, I drive my truck 2-3 times a week if at all.

Screw those people that got the super ferry taken away :( I could have gone out to one of the other islands to shoot!

(Side note, it would have been great for business and tourism).

I drove past the Kinau off ramp the other day as I had some tests at Queens.  To me it looks like it's been completed for some time.

Same contractor who did the off ramp did the bridge out by the contractor's entrance to Pearl Harbor.  If I had to guess there's got to be some pending change orders.

I'm still pissed off about the super ferry. Don't really have an opinion on the rail though. I guess I'd like a rail just to prove to me that Hawaii is not always mentally boxed in. But really could be anything.

Again there are options to Rail that (1) will work, (2) will be completed earlier, (3) can be accomplished with local labor, (4) does not include throwing out money to Europe, (5) etc..................

Do not let the C&C fool you into thinking there are no other options.

What I'm trying to say is I really don't care if it's rail, subway, surface train, missiles with passenger seats, dog sleds, etc. I just expect another "new" thing to be shot down in Hawaii for stupid reasons. Usually bureaucratic hooha.
