Does locking the gates prevent people from entering school grounds?

The school lot basically spans an entire block side to side.  One street-side of the school is pretty much open with a vehicle gate leading to the faculty parking lot -- not fenced across the parking lot.  The other side this happened on has an adjacent public park, fences and gates.  Not sure if they lock the gates during school hours, but lots of parents drop off and pick up kids on that side (Kuahelani).  The unfenced side faces a housing project across the street.  There has been an increase in homeless lately in the park and nearby bus stops.

I guess we need more laws to assist the homeless so kids aren't vulnerable at school?

In Hawaii we don't have a gun problem, we have a homeless problem
Our politicians, school officials, and brainwashed students would be better served if they addressed the homeless and not the gun laws
That would have a greater effect on student safety and general public safety
