ok so the seller has requested we meet at HPD to do the transfer. should I just apply for the permit, wait 2 weeks, and then meet again at HPD to accept the gun? I would give a deposit but I really don't want to pay in full before getting the gun. Should I be worried about him running off with my money? What would happen if I paid him, got the permit, and he never gave me the gun? When would I ever get to check it out since we can't take it out in public?

The police, and you, will have all his registration info, so if the guy runs off with your deposit the police will be able to find that person pretty easy.  Probably the one and only good reason for registrations.  :P
But then again, if there was no waiting B.S. and Regis then you wouldn't have to worry anyway because it would be cash n carry.. :)

You could tell the person to meet at the pistol range for an inspection.  Gunstore if they'll let you check the piece there.  Not sure if they'll charge you anything?  The sellers residence, if you feel the guy is trust worthy.

In Hilo, you can leave the gun in the police department's safe for the two weeks; that way the seller can just do his (or her) paperwork, take the money, and be done with it.  Of course, if your permit doesn't get approved, you've got a problem.....

ok the guy forgot we were meeting today  ::)

Can he just tell me his info and the info of the gun, I go down to HPD and apply, and just pick up the gun in 2 weeks?

I might just pass on this already. it's such a hassle buying from a private owner

Yes, you can.  Ask for make, model, barrel length, caliber, serial number, and seller's name.  Having his cell number handy is nice.  Go to HPD and get the permit to acquire, then examine the gun any time within the next two weeks.  If you don't like it, don't pick up the permit.

I thought only certain states, some states just check your ID and do the instant background check?  Depending on the dealer?  Alaska? They are still a lot more free than the rest of the country.

I'm going to Alaska next month and I did some research and they do require you to be an Alaska resident.  Other than that, not permits or registration.  I was thinking of buying a used pistol while I was there.
