Im moving back to Hawaii (Oahu) and have large bins of 5.56 and 7.62 Lake City Brass. Trying to decide if its worth bringing with me or if I should just offload it on the mainland before I move.

Not enough info. 

- New brass, or once-fired? 
- Planning to reload it yourself, or sell it here?
- Quantity?
- What's the cost to transport it?  Are you having household goods shipped?  Military?

Whether you're planning to reload or sell, the only way to decide is to find out the cost of replacement here vs. how much it would cost where you are.  If it's higher here, and the cost of transporting it is minimal, makes sense to sell here or reload here.  If it's lower here, then sell it there for more and replace it here if reloading.

Its all once fired brass. I have 3 - 90qt bins of 5.56 and 3 90qt bins of 7.62. I have kept it in hopes of buying reloading equipment and starting to reload, but havnt gotten there. I dont have time to sell it here before I leave, so I am either bringing with the hopes of a reloader wanting it, or Im taking it to the recycler here. If I do bring it, its coming in a shipping container with my stuff.
Just curious. Im not hoping to “make money” off of it, I just felt like its a waste to scrap it.

I'm sure you'll find someone willing to give you more than the scrap value.  If you're not concerned about transportation cost, then that makes it simpler.

If the two choices are scrap there or bring here, I'd bring it.  Brass can either be sold, traded or donated -- whichever suits you.  Just post  in our classifieds as {WTS/WTT} (sell/trade).  If good quality and less than new brass, you'll have no problem finding a taker. 

If you do decide to reload, check out the posts here on component availability.  Powder and primers are not easy to find, nor cheap. 

Watch the ads on here after you arrive.  Reloading supplies and equipment show up regularly.

You'll get about .90-$1 a pound here as scrap brass.  You'll get more by selling it at the local gun show, but it'll probably take a while to get rid of that much brass.
