I'll bet that someone after told her the legal ramifications in the future as this clip would be used in court.  She's trying to do damage control.  This is the #2 person in charge of our nation and she doesn't know this ahead of time.  Esp cause she wants to take peoples guns, I'm sure gun liability bills or ideas came across her desk at some point.
