I'm trying to buy my friends shotgun from him but the thing is he moved here from California 8 years ago and brought the shotgun with him and since he's been here he never did register the weapon here in Hawaii. HPD Told him to bring the gun and register it but he doesn't have any papers from when he bought the gun in California.
Does anyone have any knowledge or experience with this kind of situation?

whatever you guys do, ask general, then specific questions at HPD and don't bring anything down to the station until you are clear on the procedures
wouldn't want them to seize the shotty before you can buy it

when you register an out of state gun you do not need any papers to show it is yours or where you got it.

However, with the new change to the law I think he will have to go through the waiting period now. They will probably register it without  much hassle since registration is really just a joke anyway I personally think the general mentality is "oh well at least its registered now"

If it were me, just to be safe, I'd have the seller apply for a long gun permit to acquire and wait the 2 weeks.  Go with him to pick up the permit and then transfer the gun to you.  As long as you both have the permit to acquire, the waiting period is satisfied.  Should be able to both go with the gun and do what's needed in one trip.

Go early.  Out-of-state transfers have an early afternoon cut-off, like around 3:30 (don't quote me on the time).  I think they run a check on the serial to make sure it's not reported stolen.

This is what I would do.  No experience, of course, just makes sense to me!   

Don't complicate things.  As stated earlier, there's no paperwork needed for an out of state registration.  Just walk into the station with the gun and say "I have an out of state firearm to register."  They may ask where it came from, "California" is all the answer they're looking for. 

I've done this many, many times.  They'll ask if you have a permit to acquire, not because you need it, but because it makes it easier for them to fill out the registration form.  You do not have to have a permit to acquire.

Registration, mandatory, exceptions.  (a)  Every person arriving in the State who brings or by any other manner causes to be brought into the State a firearm of any description, whether usable or unusable, serviceable or unserviceable, modern or antique, shall register the firearm within three days after arrival of the person or of the firearm, whichever arrives later, with the chief of police of the county of the person's place of business or, if there is no place of business, the person's residence or, if there is neither a place of business nor residence, the person's place of sojourn.

So my friend doesn't need to get a permit to aquire then right? Because he is only going to end up selling and transferring the gun to me right after he registers it

That's correct. The permit to acquire is just if you want to buy new guys.
