I wonder why they don't have a official honolulu.gov website for KHSC?

Because ambiguity allows them (the State) to flex their muscle when they encounter something they don't like or that frightens them in any way.  Just think if you got a straight and correct answer when you called HPD.....you would be putting people out of a job with something like a website that can be accessed 24/7 with the correct and factual answers ALL the time.  It would also have references and links with forms you could download and print for yourself to fill out before making the trip downtown and such.....efficiency is NOT what government is about and it's even worse when they are on "Hawaiian time".
