Here's a really good map. You can see which states honor a carry license from any state you select, both resident and non-resident. You can also see which states' licenses are honored by the state you choose.

Other states issue NON-RESIDENT licenses. For example, I just received a non-resident CCW card from Maine. Many states honor non-resident Maine licenses, a few of which I intend to visit soon.
Based on the map at the link above, these states' non-resident licenses are honored for carry in Pennsylvania:
Alaska, Arkansas, Colorado, Georgia, Indiana, Iowa, Kansas, Kentucky, Louisiana, Michigan, Mississippi, Missouri, Montana, New Hampshire, North Carolina, North Dakota, Oklahoma, South Dakota, Tennessee, Texas, West Virginia, Wisconsin, Wyoming
Based on that list, the Utah license won't help you for carrying in PA. You need to look into applying for a non-resident license from the list above.
Some states, like Maine, have minimal training and document requirements. Maine just wanted an NRA-type safety class in the last 5 years, copy of my driver's license & birth certificate, passport photo, the application fee of $60, and the completed application. If you have a DD-214, that can substitute for the safety training. Since they don't require a CCW training class or finger prints, they are very easy to get approved. unfortunately, EVERYBODY wanted one last year from Maine, so it took mine 9 months! Their law requires 2 month max for issue, but the number of applicants overwhelmed them. They are caught up now with the backlog, so I'm curious what the current wait time would be.
Anyway, research the CCW websites for the state you'd be interested in obtaining from the list above. Pick one with the requirements you can easily meet and the shortest wait time/backlog.
