Furlough Fridays over in July?

According to Pacific Business News, Furlough Fridays are over starting July 1st. Does that mean the range will be open more days now?
I am not a lawyer.

According to Pacific Business News, Furlough Fridays are over starting July 1st. Does that mean the range will be open more days now?

They are supposed to have appropriations for 1 attendant.   This was something the director and I discussed recently at our meeting.

Wishful thinking I believe.  With the budgets the way they are I think the C&C would look to keep Kokohead as is especially since Carlisle is a total anti 2nd Amendment type of person.

Speaking with the Parks director, Mr. Cabato, he informed me that they had to lose 300 personnel from Parks, he only had roughly 2k to begin with. Kokohead had to lose one of those people and it was up to the range master, Mr. Moramoto, to determine his hours and when it would be open and available. I specifically asked about it being Mr. Carlisle, and the director denied that theory; he said they just had to downsize. There is also some stuff in the works to charge a user fee for coming to the park (about 5 bucks).

An interesting idea, is they are waiting for the Navy to give up some of their Barbers Point land.  They are strongly considering a private / public venture that would run a shooting range on the west side. To our benefit, the parks director is a 28 year Army retiree.

I wonder how the user fee would work. Would it only be for non-residents? The reason I ask is that I believe it would be the only Hawaii park charging a fee to residents. Anyway, I hope we get some news soon. This speculating is making my brain think of too many things.

Maybe our suggestions worked.

Hope they will use the fee strictly for the benefit of KHSC and a new facility on the west side.
I would be strictly against a fee that would most definitely siphoned off to other areas unrelated to the shooting sports.

I believe Barbers Point has an old abandoned firing range already. It is overgrown with trees for years.
A west side range would be so sweet. ;)

Not sure if this would be the first park to have a C&C park user fee, but they could charge a parking fee to use the park. This would not be the first park to have a parking fee, right?

Central Oahu Park charges for use of its fields and facilities. (soccer games etc.)  I was assured that money would go to benefit the shooting range only. Camping is also probably about to get 10 dollars a night fee, instead of free.  There are two benefits to this : 1.) homless won't steal the camping permits anymore, 2.) better amenities at the camp sight for you.  It also gives us a reason to complain.  If we are paying for something, and it's crap, we can ask why its not being fixed.  Right now the city just counters with "We don't have the money."  Well, if we are giving them the money, they can't say no.

I personally have no problem paying graduated fees (kids don't pay same as adults) and I don't pay for non-shooters. If it was something like the metallic side, where only those who shoot pay, I have no problem with that.

I have no problem with usage fees, it also is a way to make activities pay for themselves instead of having a tax hike.

I'm all for a time based user fee.  It should help to keep the campers off the benches.

Or they have to apply and pay for a camping permit once they exceed 4 hours of sleeping "shooting" on the bench. Maybe there should also be an AFK fee with a 20 minute grace period. Once you leave your bench longer than that, there's a $0.50 per minute fee. Wearing Range Nazi uniforms would be mandatory for the, well, Range Nazi's. If they do not arrive appropriately dressed in their uniform, they will have a on-the-spot fine of $50. Further infractions will result in suspension; length based on reputation.

On a serious note though, what about the ridiculous rules like no firing "fast". 5-round max load. Closest target being 50 yards. No holsters. etc?
 
I'm guessing one-step-at-a-time. hehe.

Oh no, not this again.  :P

I am very much against time restrictions at the range! 
Unless they do that for the beach and surfing too. I want to start surfing again, but it's too dang crowded. One hour max surf time!!!

I also am against fees for public use facilities. However, I conceded, that if the fee would be used only for range/shooting sports, I'd agree with it.
My reasons and arguments are in the previous discussion topic.  :grrr:

On face value those two looks to be bad rules.  I've thought about it more and more over the years.  With the (seemingly increasing) number of shooters every year it would probably be best to keep them.  Shooting fast.......some guys are pretty terrible shots off a bench and shooting slowly.  Shooting quicker would only make things worse. 

5 round max........OK this one I thought was ridiculous for years.  In this past year I had a double fire and from what I heard so did one of my friends.  To this day I don't know why I had the double fire.  Never figured it out as it was a one time occurrence, but can you imagine if this was an actual mechanical breakdown of my trigger with a full 30 round magazine?  Would not be good, so for this rule I actually support it now.

I'm not about time restrictions, I'm about time that you are using the facility.  If you stay 4 hours, then pay a 4 hour fee.  It would encourage the persons to plan/utilize their time better or at least for the old guys go during the week since they are retired.  For the life of me I don't know why those retired guys go to the range on Sunday......although I was at the range on a Friday once and even though 1/2 of the rifle range was closed down, it was filled........completely.........waiting list on a Friday.

Well those old guys stay anyway with no regards to the other patrons.  If they are going to stay, they may as well pay.  C&C charges for golf too (and too little at that).

 I gotta agree with you on the 5 rounds at a time GZire.... While taking the pistol class, a friend of mine while shooting the Smith & Wesson 500 did a  :o"DOUBLE FIRE" :o by mistake!! He only put 2 rounds in the revolver too.....good thing.... :shake: The kinda stuff you see only on Youtube..

I have to disagree with you on this one. I mean this is why we have firearm safety rules and range officers. If you have a "double fire" or accidentally "bump fire," keep it pointed down range and everything will be okay. The only time this would be a major issue is if your semi goes full auto and even then you should have control of the firearm. The same goes with "rapid fire." People should know their limits and if they are being unsafe or shooting over the berm, the range officers are there to stop them.

Just the classic "bump fire" when you have a caliber too big and an incorrect grip. He musta $#!% his pants on that one.
