a foreign passport and proof of Hawaii residency?
that's not right.
does any US citizen need a proof of residency?
An ID was all that was required!
HRS does not require proof of residence. HPD making up their own shit again.

While I will agree that HPD does tend to make up its own rules as it goes along, I would tend to support the need to ID the resident alien. While the HRS does not require proof of residence, the order for the injunction does say registration is limited to legal resident aliens that reside in Hawaii. Therefore, at least for now, a legal resident alien from California would not be able to register a gun. That brings up another interesting legal question insofar as what a legal resident alien from Washington State who brings a firearm with them to Hawaii while on vacation is supposed to do about complying with the law requiring registering firearms brought into the state, but that is a discussion for another time.

How does one show proof of residence when the playbook does not mention  what documents is proof.
 ???
A state ID and drivers license , proof if residence is established by written laws,  as what is acceptable. proof of residency must be established in order to get a Driver license

HPD really just makes crap up! :grrr:

If one is standing in front of HPD window, that's establishment!

If you know of anyone that is an American Samoan who has not tried to get a PTA because they thought they would be denied because of the US Residency requirement, or a legal resident alien on the neighbor islands that would like to apply for a PTA, please PM me. Thanks!

I had to look up the difference between a US national and a US citizen.

http://www.immihelp.com/immigration/us-national.html

Interestingly a passport for a US national looks the same as a passport for a US citizen so HPD might not even realize that someone from American Samoa isn't a resident. The HRS says resident alien though right? But a person from American Samoa is not an alien so wouldn't it seem that only the aliens are prohibited and anyone who is not an alien is not prohibited?

American samoans, per the statute, are not to be trusted with firearms.  They should be denied (until they contact an attorney and the law is struck down - which is the proper result).   I would love to see how the County argues they shouldn't have firearms.  They tried to say that resident aliens haven't had the full background check and shouldn't be trusted because of that lol; their grasping at straws is always amazing.  In my case, they said we might go out and shoot peoples dogs?

LOL!  They don't want you doing HPD's job!  Cops killing pet dogs looks like a fad in the US lately, and Hawaii had at least one recent case  ....

But what I am saying is that American Samoans would not be aliens right? If they are not aliens then what part of the law prevents them from owning a firearm since the law only mentions aliens.

You are correct.  They are not aliens, and therefore the struck down portion does not apply to them.  The portion continuing to infringe is the citizen section, same thing that was preventing resident aliens from doing it.
