Hi cap magazine parts kit?

Is it legal to have a glock 17 magazine 17 round capacity sent to me in the mail if it's in parts?

Parts of a magazine are perfectly legal to own - if you turn those parts into a functional pistol mag (without a block or other method to restrict it to 10 rounds) then you have created an illegal magazine.

For the record, a Glock 17 17rd mag is a standard capacity magazine,

NOT "Hi Cap".

If you're buying the magazine parts kit, you might as well buy the 33 rounders. I mean, since you're not assembling them here, why not own the highest capacity stick magazine, right?

One reason would be if you travel with the Glock.  Having a 17rd legal parts kit means you can assemble and carry it in locations where they are allowed.

I was actually particularly interested with this question also. It would be nice to have someone who lives on the mainland ship disassembled standard capacity magazines here as parts kits. Then a person with legal ccw permit could take the parts kits with them on trips and reassemble/use them when they get to their destination (since most ccw states allow standard capacity mags).

Not sure if they still do it, but 44mag.com used to disassemble mags into parts kits for CA residents. Also, Jestice Arms aells a variety of blocked mags if you want something usable in Hawaii.

I bought new followers for my blocked 15 round magazines so when I travel I can change them to standard capacity.  I bought the magazines online and the seller shipped them disassembled. I then bought the mag blocks and blocked them. :shaka:
