Internet sellers usually offer a 3-5 day inspection for refund. So, you need to:
1. Get a quote for shipping to Hawaii. Sometimes they charge more, others may offer one-price anywhere in the US.
2. Make payment -- use a form of payment that protects you. (I prefer a charge card, even if I pay a fee)
3. The ATF doesn't require hat an FFL ship the gun, only receive it. Having said that, using an FFL on the seller's end protects you (FFL will ship the gun when payment is received), and some Hawaii FFLs won't accept pistols from a non-FFL seller due to issues they experienced in the past. If the seller is actually an FFL, then it'll save you paying an additional FFL fee.
4. Provide your FFL's address and a signed copy of their license to the seller or his FFL. OGC has a nice self-service FFL License feature on their website which emails a copy of their license to whoever you tell it to email. Other FFLs will more than likely email or FAX the license as you instruct.
5. Get a tracking number <<== important! Keep tabs on the status of the package once it ships so you know when it arrives,
6. Go to your FFL and inspect the gun as soon as it arrives. Any delay, and you might get stuck with something in worse shape than expected. Check that all the mags and other parts you expected are included.
7. Assuming the inspection is fine, verify the serial number, barrel length, make & model, and caliber. That's all you need for the permit other than type (semi-auto or revolver).
Leave the gun at your FFL.
8. Take all that information to HPD and fill out the permit to acquire application. At that point, the seller is your FFL, not the guy in another state. So, when asked who the seller is, give the FFL's name.
9. Wait 2 weeks, then pick up your permit.
10. Take the permit to your FFL, fill out the ATF form 4473, and pay your FFL their fee.
11. Take the gun to HPD with your copy of the permit to acquire and fill out the registration forms.
12. Sit and wonder why the forms have to be typed on a typewriter, and why anyone still makes carbon copy forms anymore.
13. Review and sign the registration form and keep the top copy.
