did they have a choice to use non lethal? looks like all they had was a gun. didn't even see cuffs

I believe this was an exercise in compliance, not escalation of force.

Cuffs don't work if the suspect is not compliant unless you are able to overpower him/her.

Tazers and other non-lethal force should not be used unless you have another officer backing you up with lethal force, because non-lethal force doesn't always work if the suspect is not compliant. 

I believe this was a lone officer scenario, which is pretty much when most of the shootings in the news lately have occurred.

The main idea here is how fast and unpredictable the situations are which Cops encounter.  Training only gets you so far.  At some point, it becomes instinct and reaction.  You'll hopefully react the way you were trained and live to see another day.

I think what it shows best is that police actually have to overcome the natural human reaction. Police are held to a much higher standard where they actually have to fight the natural urges when responding to someone. I wish Honolulu Police had a program like this.
