Many don't realize the shell casing has more purpose than to just hold the bullet, primer, and powder in one unit.  The most important purpose of the case is to seal off the chamber from the pressure and gasses of the burning propellant.  Steel doesn't expand and seal the chamber well, which causes fouling and filth to build up in the chamber.   That in addition to whatever anti corrosion coating is applied to the steel case is the cause of issues.  That's my theory on it, anyways.
