Bad stuff, final committee heaing. Wanted to post even before JI808 gets to it given that they just announced this, giving citizens a full 21 hours to submt testimony to the senate judicial (JDL) committee. Details of the bills and prior testimony, and submit testimony by inserting bill name (HB625, etc.) in bill status/measure status search box, top left, at:

HB 625, HD1
   
RELATING TO FIREARMS.

Includes misdemeanor stalking and sexual assault among the offenses that disqualify a person from owning, possessing, or controlling any firearm or ammunition. (HB625 HD1)

 

HB 626, HD1, SD1
   
RELATING TO THE POSSESSION OF FIREARMS WHILE CONSUMING OR UNDER THE INFLUENCE OF AN INTOXICANT.

Prohibits the actual physical possession of any firearm while consuming alcohol outside of the home, a temporary residence, or place of sojourn.  Establishes violation as a petty misdemeanor.  Repeals the exemption for state and county law enforcement officers and others from prohibitions against owning or possessing firearms under section 134-7, HRS.  (SD1)

 

HB 2632, HD2, SD1

RELATING TO FIREARMS.

Requires firearms owners who have been disqualified from owning a firearm and ammunition due to a diagnosis of significant behavioral, emotional, or mental disorder or for treatment for organic brain syndromes, or due to emergency hospitalization, to immediately surrender their firearms and ammunition to the Chief of Police.  Requires the chief of police to seize firearms and ammunition if a disqualified individual fails to surrender the firearms and ammunition and the person receives notice of disqualification.  (SD1)

S 3/28/2016: The committee(s) on JDL will hold a public decision making on 03-30-16 9:30AM in conference room 016.
HB2629 HD2 SD1   Criminal History Record Checks; Police; Permits to Acquire Firearms; Firearm Registration; Rap Back System   
RELATING TO CRIMINAL HISTORY RECORD CHECKS.   Authorizes county police departments to enroll firearms permit applicants and individuals who are registering their firearms into a criminal record monitoring service used to alert police when an owner of a firearm is arrested for a criminal offense anywhere in the country. Effective July 1, 2050. (SD1)

Testimony can still be submitted after the (expired) 9:30 AM this morning testimony submission deadline for the meeting tomorrow March 30 at 9:30 AM, but it might not get to the legislators prior to the committee meeting.
