I posted the Associated Press site publication of the story in the Legal and Activism section post of the FBI biometric database before I read this thread.

From that post:

And I wasn't aware of this tidbit:

"We were only discovering things by accident," said Honolulu Police Department Maj. Richard ["Get a big dog"] Robinson, who helped draft the bill. "They happen to come register another firearm, we run another background check, and then we find out they're a prohibited person."

* * * * *

Hey, Robinson, is everyone supposed to take their big dog with them when they attend rock concerts and office Christmas parties and inside movie theaters and inside college classrooms, etc.? Just askin'...

I think the state has a bigger problem with work furloughs and prison escapees. Let's enroll them in a federal biometric database so just in case they escape they can find them....

I think that is the real purpose of this bill. Tracking gun owners is one goal - the longer strategic goal is to discourage firearms ownership

Agree...in my case I don't have the room and I got what I want. However what remains to be seen is how they plan to collect this "pig fee"' when you go to register a gun/ apply for permit, will it be a one time or per gun fee or they see you're a gun owner and will mail a demand for payment or else letter. How will the amount of this fee be determined? Would it be a one time fee like the finger printing....
Read the article and some liberal mealy mouth pond scum law prof @ UH said it will probably be challenged in court but will likely fail since SCOTUS determined earlier that states have the right to regulate firearms. Don't know if this is true or not but I would think that if the PRH tries that approach then this law could be exposed as a cover to regulate rather than a criminal tracking tool to see if an individual still is qulified to posses a firearm. Not that thier intentions would change anything since a lot of gunowners in this state lack backbone and just go along in thier silly complacency "kumbayah" world.
Interesting times we live in. Next thing will be special taxes on firearms and ammo....

The Truth About Guns is running an article on this as well, and they highlight the potential that this "rap-back" law would be against the Firearm Owners Protection Act (FOPA) of 1986.

Quote
No such rule or regulation prescribed [by the Attorney General] after the date of the enactment of the Firearms Owners Protection Act may require that records required to be maintained under this chapter or any portion of the contents of such records, be recorded at or transferred to a facility owned, managed, or controlled by the United States or any State or any political subdivision thereof, nor that any system of registration of firearms, firearms owners, or firearms transactions or disposition be established.
