Yea heard he turned around and came back at the crowd. I guess in his mind that's self defense.

It was part of his self defense in court. Kill the witnesses so they cannot testify against you.

What is the rules for HPD patrol in neighborhoods?  I have never seen a police patrol down streets in neighborhoods, not in my neighborhood anyway.

Unless you live in a rich area of the city, police are their to respond not to prevent.

I'd like to get a real answer please, If any one knows. Reason I ask is, this incident didn't happen in a tucked away cul-de-sac, it was darn near the main street.  A bunch of underage kids drinking and partying all night on the main road.  That needs to stop.

You have to figure there are a lot of variables. On busier days when people are more apt to be out cops area also going to be spending more time going to calls instead of general patrolling. Current and general crime trends would also affect where and how often they will drive around a specific area. I think dead end streets tend to get fewer issues and thus less police attention. But a good cop should regularly patrol all of his beet.

If there is an issue with these kids drinking and making too much noise, just call 911. The cops will come and address it. You may have to repeat a few times but sooner or later the kids will get the idea, especially if they start to get tickets for drinking in public!

Thank you, that's what I thought.  Would be nice if they would go around more often. I thought there was some kind of regulation against it.  And like I said, the incident occurred pretty much on the main road, so it would have been real obvious.

Legislature needs to pass a law criminalizing possession of alcohol by anyone under the legal age minimum for alcohol use. While they're at it they might as well raise that legal minimum age to, oh, say, 50. Or maybe just ban alcohol altogether. Just a few common sense public safety regulations. That should fix things.
