Is this the fault of the engineers and/or architects who approved the materials for use on the rail project? Is this the fault of HART for not watching what is going on a lot closer (meaning not enough audits). Or is it the fault of our City leaders for hiring such a bunch of losers to make these stupid decisions?  :(

Yes to all of the above, heavily on the third.

Said it before.  Half assed plan, half assed preparation, half assed everything just so that they could get the rail pushed through and construction starting deadlines met so that the fat cats of this project would not lose their paychecks.  Crooked construction companies, politicians, etc...  Certain people are making hundreds of millions of dollars while we are paying them off. I believe that we have yet to see the debacle that rail is.  But then again that is status quo.

From the HIRA Facebook Post:

"DELIBERATELY DEFRAUDING TAXPAYERS: The source of federal subsidies for Honolulu's rail project, the Federal Transit Administration, released an “upper-bound” cost estimate for construction of $10.79 billion. “They’ve asked us not to quote them any more on that number,” HART Project Manager Sam Carnaggio told the HART board Thursday. Of course, you wouldn't want taxpayers to see where the final pricetag is really headed. It should be noted that the FTA's previous "upper bound" cost estimate was the previous $8 billion forecast which proved to be right . . . until the price went even higher -- much higher."
