What organizations can we seek help from to submit testimony?  The NRA already submits testimony for all the bills.  I sent a message to the National Shooting Sports Foundation (NSSF) who supports firearms retailers and ranges to see if they can help us out on this one.  I wrote to US Concealed Carry Association (USCCA) for the CCW bills.   I also wrote to the SAF.

Know of any audiologist group that could testify?

American Suppressor Association, as I mentioned earlier.  I contacted them, but some more paying members from Hawaii would help convince them to spend some effort here.  It's only $25/year for a membership.  They are largely responsible for pushing the HPA that was introduced the first days of the new Congressional session. 

Also to answer your earlier question, a suppressed .308Win firing full power loads is still loud, but in a hunting scenario it's easy to forgo ear pro for a few shots.  Suppressors also reduce the recoil of the firearm, and in many cases improve accuracy due to the more efficient channeling of the gasses.  Best part about having suppressors here, is that it's a tight space with lots of mountains and valleys for the report of a firearm to bounce off of.  Suppression largely reduces the oomph of the sound to travel very far.  Being on the other end of a suppressed firearm, it's hard to hear which direction the shot came from. 

I will push hard for this legislation.  I have a half-dozen cans back on the mainland just sitting in a safety deposit box because I couldn't legally bring them here.

I was looking at the USCCA firearm liability insurance policy.  The biggest benefit is the NRA one you have to pay 1 time. Where as the USCCA, you can make monthly installments.  But in the end, they're about the same price.

The deadline to submit testimony is 24 hours prior to the committee meeting time, and the submitted testimony typically will show up online not too long after that deadline. The "late" testimony will often be posted just prior to the meeting beginning.

Okay, I need to contradict myself here. Apparently I drew a wrong conclusion based upon afternoon meeting times and testimony being posted in the afternoon. Or maybe not. Let me explain. I called the senates clerk's office, and after being put on hold was told that the testimony is posted just prior to the committee meeting. I said that seemed weird to me since the testimony is due 24 hours prior to the meeting and it would be available for publication at that time. On the other end of the phone: dead silence. Okay. I called the house clerk's office and asked the same question. Hold. Then told "it should be posted 24 hours prior to the hearing". Okay, but it's not. "Let me send your call over to Yamane's... no, Kong's office (she said something that I couldn't make out about "he's responsible for hdufythdcn"). She transferred my call. After about 30 seconds a couple of noises on the line. Then: dead. Disconnect. Dial tone. I give up. I gotta get out to work.

For testimonies, from what I see is a worker has to gather the testimonies from the website, in person, email, and phone the scans and posts it.  I imagine that could be hundreds or thousands for testimonies per day so the postings seem to be at random times before the hearing.

Ill usually see the testimony posted, then late testimony posted right before, then they get more printouts at the hearing plus those submitting in person or orally testifying.

Are you saying that there is one person for the entire Hawaii state legislature responsible for collecting and posting all the testimony for all the bills before all the committees? Would you happen to know how to contact that person? Do you know if there is any requirement that ("on time") testimony be posted within any particular interval prior to the committee hearing on that bill, or any requirement that it be posted at all? Thanks.

UPDATE:  They just posted testimonies online for the corrections CCW bill and mine was included.

I read the testimony online the day before the hearing (including mine), and the late testimony was there just prior to the hearing.

Because this is a pro 2A bill, I wouldn't be surprised if its 1 person working on this.

Please remember that when submitting testimony, select weather you oppose or support the measure.  It automatically defaults to "comments only"
