Ok. I didn't say anything about restrictions. Didn't say anything about legally blind. I know many people who fall into that category that are very good shooters.
Consider this, how is said blind person to know where to aim? Let alone differentiate friend from foe.
Again, I am not one to deny someone their right to defend themselves. Just my opinion that I don't see a blind person CCW being a good idea. If you or anyone else want to legally, or illegally for that matter, carry, rock on.
I could name a half dozen variables that would have to be considered in answering that.
1. distance to the threat/s
2. number of bystanders
3. unique characteristics of the threat which make distinguishing from others easy (voice, colors of clothing, ...).
4. number of threats
5. amount of lighting in the vicinity (i.e. dark alley versus bright day in park).
6. familiarity with the location. Memorizing the layout previously can be an advantage.
He'd have to judge if using the gun himself is prudent.
Consider this. If he's with others, he may have the opportunity to pass the firearm to someone with no visual impairment. At least one person planned ahead and packed an iron!
