IMO he/she is shooting themselves in the foot with refusing to cooperate.  Any chance they'd have to be retained after this incident is pretty much gone now.  As an employee, if you refuse to cooperate with an internal/external investigation, you can be terminated for cause.

maybe in another state but not in Hawaii

apparently he/she hasn't been back to work since the accident happened.  That's almost 3 weeks of sick leave taken i wished i worked for the state and had that much free time to just take off. Also maybe hes talking with a lawyer since he has death threats and all this against him/her he could actually sue the state right? the State shouldnt have pinned it on one person to begin with i think.

Gov't jobs normally require some documentation for use of sick leave.  One or two days, normal sickness/injury.  Three to five days requires a doctor's note saying what the problem is, and how long before the employee can return to work. 

At 2 weeks, short term disability should kick in.  The employee normally uses vacation or sick leave for the first 7 days, then SDI pays after that to preserve the employee's regular leave. 

So, 3 weeks without contact on sick leave?  They have ways to stop that behavior.  They also have to submit timecards and have them approved on multiple levels to get paid.  if his timecard can't be approved without doctor's inputs, maybe he'll come in when the paycheck is late?   :rofl:

The story said "unidentified exempt union employee ".  Is that what you thought means "non-union?"

"Exempt" is a pay status.  It means he was on salary, and "exempt" from the rules governing overtime for non-exempt hourly-paid employees.

Based on my experience, it says he's a "salaried union employee."

I think you're right, but I'm pretty sure there was an earlier article, can't find it now, either Fox, CNN, KHON, or HNN, that did explicitly use the words "non-union", but they've probably been edumacated on the nuances of govt-ese salary-grade-speak, which you described in pretty good detail.

This is another example where you have to know your audience.  Either the reporter didn't know and didn't care enough to ask, or they decided the readers can conclude whatever they want about the meaning of "exempt union employee".

Maybe we need the reporters to use common language to ensure the facts are accurate in the readers' minds?  But, that would require actual journalism and fact-based reporting.

"In a written statement, the employee, who was not identified, said he believed there was a real emergency on Jan. 13 after hearing a recording that stated “THIS IS NOT A DRILL.” But the employee did not hear the first half of the message that stated “EXERCISE, EXERCISE, EXERCISE,” the FCC said in its preliminary report Tuesday. this is almost becoming impossible to believe, all the twists n turns in this saga.  Seriously!  I guess he wasn't paying attention, missed the first half of the message?  Really?  is this a version of Attention Deficit Disorder?  this is indeed incredulous.  did Fox News accidentally read the script from the upcoming SNL programming?

can you imagine the mischief and mayhem that could be caused if some prankster got ahold of this phone number and played a selected recorded message...?  O.M.G. WTF!  it can't be that simple?

they had better upgrade that phone to a secure telephone unit with end-to-end, military-grade, missile-silo-type authentication.
