Question, please..
I have a Bump Stock now,
If these politicians have their way, and want to ban sales of it. Does it mean I have to turn mine in?

Assuming if one of these bills passes, which makes it illegal to sell, transfer, own one of these devices,  you would likely have to turn it in to avoid running afoul of the law.  That being said, there are a lot of illegal pre-registration, pre-ban firearms and magazines out there in hawaii.  All these types of laws do is potentially criminalize people that legally acquired firearms or accessories.

But I would make sure that there's some sort of grace period or immunity law/procedure in place before showing up to HPD with a bump stock after the bill passes....  Technically, they could just arrest you on the spot.

It all depends on how the law is written.

Massachusetts is the first state to ban Bump Stocks, effective Feb 1.  They had 4 items turned in.

The stocks might have cost you $250, but the cops will take it off your hands for FREE.  Won't cost you another cent.  See how nice they are?  No disposal fees, registration fees, or anything!

It's all in how you look at it.

They assume people are possibly sending them out of state, to another home the owner might have, or to be kept by a friend or relative.  Regardless, If there are 4, there's probably more.  Are they moving away, or is this noncompliance.

I bet Massachusetts has a lot of unfortunate boating accidents, too. :geekdanc:

I'd assume you can permanently pin it to disable the bumpfire feature and keep the stock.  Probably better to sell it to someone on the mainland though.

"No person shall be held to answer for a capital, or otherwise infamous crime, unless on a presentment or indictment of a grand jury, except in cases arising in the land or naval forces, or in the militia, when in actual service in time of war or public danger; nor shall any person be subject for the same offense to be twice put in jeopardy of life or limb; nor shall be compelled in any criminal case to be a witness against himself, nor be deprived of life, liberty, or property, without due process of law; nor shall private property be taken for public use, without just compensation."

Basically that means the government cannot seize private property without compensating the owner the value of the property.

I haven't seen anything written in these bills, as of now, that afford a 'grace period', 'turn in', nor compensation.

I don't think they are taking the bump stocks for public use so it wouldn't apply. Well I like what you are thinking if that logic really worked everyone could just claim that their marijuana was left over from before it was made illegal

You would have to destroy and throw it away or turn it into HPD before the bill takes in effect.  If you have it after, then you're breaking the law and it's a FELONY so you lose your 2a right.  I would just smash with hammer and trash.

That's a bit extreme, mail it out of state to a friend and have them sell it for you.

I can imagine someone on craigs list selling rubber bands as an alternative for $100.  "Can't find or afford a bump stock, I got it's equal.  Tactical rubber modifier".

While I would never have opted to purchase a bump-fire stock even if they weren't outrageously priced, depending on the wording of the law, you might be able to do what has been mentioned and make it a permanent stock.  It wouldn't be that difficult.

the fact that you can jury rig almost anything to function as the bump stock does makes this entire bill ridiculous.  These lawmakers are too arrogant and stupid to simply say what they mean and to propose to ban the exact devices they intend to.  Instead, they use catchall phrases, which if interpreted as face value, makes every single person in the state of hawaii a criminal.  It's utterly idiotic.

Just wishful thinking, but it would be awesome if as soon as this bill passes, cops march in and start arresting all the lawmakers.  Pants with belt loops?  check.  Rubber bands on documents and in desks?  check.

I'm not going to worry about the interpretation bleeding over to all after-market trigger mods until I see HPD using a trigger pull gauge on all firearms.

Since the bump stocks and binary triggers are rifle accessories, pistols with after-market triggers or trigger jobs are safe.

Devils advocate, what if the only stock you ever fitted was a slide fire stock : that would be the base rate of fire not an increased rate.  It's also not a device or attachment it's a component, it's installation is integral to the operation of the firearm.
