teaching hawaii handgun safety class to get permits

What is everything that is needed to teach a handgun safety class here in hawaii so students can get their handgun permit? What paper work, certs, licenses, do I have to be a resident here? Thanks.

You want to be an instructor, and conduct classes?  You must be an NRA-certified instructor.  The classes you offer must be a minimum of 6 hours in length, must contain 2 hours of live fire, and must cover Hawaii gun laws.  You must issue a notarized affidavit attesting that the participants have attended such a class.

Note that you do not have to offer an NRA class, but you do have to be an NRA-certified instructor.

HRS 134-2 goes over what is required for the handgun permit to acquire.  See item# 4 in particular:

Thanks guys...so if I have someone visiting from Nevada that is NRA trainer certified then that person can hold a class here for my friends and family for 6 hrs covering HRA rules and range time, then sign and fill out/notorize a letter saying they good to go?

NOT HRA rules... Hawaii state laws.  Specifically, Hawaii Revised Statutes chapter 134.

The affidavit has a specific form that needs to be observed.  I assume that's covered somewhere in state laws on notaries.  When I was president of LIFE (an organization that runs such classes) we had a rogue instructor who thought he could write a better affidavit that the one we'd had lawyers design.  His students were constantly having problems getting permits because the language and format did not match what HPD expected to see. 

Yes, you can import a trainer from Nevada to do this.  But why would you?  There are dozens of options here to get the training you need, and all of them are cheaper than a plane ticket.

thanks tom for info... i ment to say HRS not HRA. The person is actually family and will be visiting next month and is up to date on state laws.
We do want to do everything legit and not halfass... but if i can save some friends money then more for their firearm purchase.

There's also the 2 hours of live fire so if your family member is bringing some guns in and will be here for more than 3 days then it needs to be registered with HPD.
