Wow. HB1486 and HB1541 DEFERRED in PVM

Those are the ludicrous 6-month carry license renewal training requirement and mandatory electric gun carry bill, and the ERPO bill ("red flag law", aka confiscation upon hearsay without a hearing).

I'd really appreciate hearing from anyone who was there how the hell that happened.

I was fully expecting more unanimous votes FOR.

Thanks to all who submitted testimony. No that that mattered... as it never has in the past. That's why I'm so curious what happened.

EDIT: Oh, I see re HB1496... HPD opposed it because it would but too much strain on them to renew licenses every six months... but if there continue to be no licensees, or maybe half a dozen... how is that going to strain the department (I guess because the authors of the bill didn't make an exemption for security guards)? Also HPD doesn't want each county to have the flexibility to establish their own standard for training, and doesn't want anyone but cops to have electric guns. So, really, it was just that one testimony that determined the fate of the bill.

I believe HPD's opposition based on it overburdening them,as well as there opposition to the electric firearms repeal helped with that.

They're using the short on manpower as an out, the guys at the top don't want the law abiding to be armed.

The carry law would still be may issue, Its more to do with the fact they know Young is lost (everything now is just a delaying tactic)

This Bill also requires that a Carry permit/license be renewed every 6 months. This is would not only be a burden on gun owners wishing to legally carry a firearm but would also put a strain on the county police departments. Even a yearly permit would put a heavy burden on them. There is an estimated 14 million permit holders in the country, this does not include states who do not require permits. This works out to 4.6% of the population. 
 
If we apply that same percentage to Hawaii’s population (4.6% of 1.4 million) this would be more then 64 thousand permits needing to be issued twice a year. The county police departments are already burdened and strained handling firearms registrations and permits (around 30 thousand a year). This would bring the total interactions for firearms related business to more then 150 thousand permits/registrations a year.

150k permits at 30 minutes of work for each one. 
150k/2 = 75k hours of work a year
57/8 = 9375 work days
9375/2080 = 4.5 full time positions just to issue permits.

More then likely the amount of work needed would be more then an hour for each application

Everyone's got to do more. It still blows my mind that people wont/dont submit testimony.

Deferred means put on hold.  It can be brought back next year.

In this case it's dead for this year.  Committees don't like voting no and killing bills, you very rarely see that done.  If there are major objections to the bill the chair will instead defer it rather than take a vote to kill it outright.

Lots of these behind the scenes things that people don't see.

So... do "anything"... as many "steps" of "anything" as it takes to end all "gun violence"... it couldn't be more obvious where those steps end up...  :crazy:

Will have the same fate since it goes through the same committee.  The battle will occur after session to prevent it from.coming up next year.
