This evening news had another incident where people ran thinking it was a gunshot when a metal sign fell over.  If it was an active shooter and especially if I had a gun, I would look for cover instead of running and taking the risk of getting trampled.  Even more so if I am with my wife who walks with a cane and cannot run.  At least on the mainland I can legally CC.  Here in Hawaii I am forced to bring only a knife to a gun fight.

And at any time the TSA who were actually there when the battery shorted could have yelled "no worry, it's not a gun.".

I wonder what would happen if someone lit a small string of about 10 firecrackers at the next Waikiki block party.  Would Hawai’i people panic like New Yorkers? Or would they just look around and say, “Eh, wat dat noise?”  What if some visiting New Yorkers screamed and started running, would others follow or just look at them and say “Stupid tourists.”  Inquiring minds want to know.

I recall the training for active shooters was that if you hear gun fire then assume it is because you don't want to wait around till the guy turns the corner and you see an actual gun. So I don't know we should call them sheeple with victim mentalities while at the same time also training people to not wait.

You're conflating a workplace shooting, school shooting and outdoor event shooting with one another.  Each is going to have variables that make the sounds seem more or less like a firearm.  In a crowded area, overreacting to a loud noise can get innocent people severely injured. In an office or school, in spaces that aren't very crowded, the overreaction has less chance of someone being trampled or pushed down stairs/steps.

What if there's a gun range next door?  Or down the street?  People might be so used to hearing gunfire in that area (assuming they can hear it if the range is indoors), no amount of training is going to make them react in fear if they think it's just people practicing.

You're asking for another one-size-fits-all answer to a complicated question.

Before I started getting into shooting, I was “shot around” a couple of times in my younger 20s. First two, didn’t know what it was until after it all went down. First time, we all thought it was a car back firing. We were leaving a night club and a couple of pops. It wasn’t until after someone was like “he shot at us!” did we realize what happened. So I would imagine majority of folks wouldn’t recognize gun fire let alone react to it without panicking.

I never said the first thing you should do is run like an idiot at the sound of any bang but the advice given by a number of people in the field is that if it sounds like a gunshot then react like it is one.

This is about people reacting to NOISES they have no idea what caused them.

People hearing a noise and panicking when they BELIEVE it's a gunshot -- most of them having never heard a gunshot outside a movie theater or their home theater speakers -- is a problem.  Mistaking a noise for a gunshot and reacting to it might fall under "better safe than sorry" in some situations, but not in the crowded streets of Times Square or the middle of a concert.
