The implied quid pro quo is implied when the Ukranian president says he want's to purchase more Javelins. The next paragraph from the Trump has Trump asking for a favor, to investigate the Biden thing. Then the Ukranian president promises to look into it. Now here I will issue a disclaimer, since we don't have the actual recording or word for word transcript I will say that the actual call might not have been that bad, or might not have been bad at all. Th short memo documents a 30 minute conversation. I don't know if there is just a lot that wasn't noted or if there are translators which really slow down the conversation so who know what else that sways this one way or another might have been left out. So understand that my assessment was based on the memo with the acknowledgement the truth could be different.
Even Mulvaney said it was quid pro quo and told the press to get over it.
However as I stated before, quid pro quo is not the issue. Quid pro quo is not even an element of the crime allegedly being committed so it doesn't matter whether there is quid pro quo or not. So I am not calling it quid pro quo because I think that technicality means he committed a crime, I am calling it quid pro quo because that's what it looked like. Again though, quid pro quo is irrelevant.
Do me a favor and explain how a PURCHASE is something the PRESIDENT has control over.
The narrative is Trump was withholding AID to the Ukrainians, as in cash and loans. Ukraine BUYING (i.e. paying for) new weapons is not aid.
Now if you think the Ukrainians needed the aid to purchase the weapons from us, then that's still a stretch, since there was no mention of "we are almost ready to buy those Javelins as soon as we receive the proceeds from the US aid package". There was no contingency on that purchase stated, implied or brought into any narratives from the inquiry.
In fact, when the phone call was made, the Ukrainian president had NO CLUE the aid was being held up by Trump to see if the Europeans would pony up their promised share. That was done BEFORE the call, it was not mentioned, and the money was released just a couple of weeks later with no quid pro quo involved.
The facts don't support your "clear understanding" of what was never implied. You heard Schiff's fake account of the call and that's all you seem to think is factual without hard evidence to the contrary.
Quid pro quo is THE ENTIRE ISSUE. The accusation is that Trump coerced/pressured/pushed the Ukrainian president to open an investigation into Biden and his son (for 2016 election crimes and corruption) IN EXCHANGE FOR releasing the military aid. They say that's abuse of power.
Without the aid as leverage, what "power" could he be abusing?
