I have been reading the text of the proposed law and coming out with a 70% lower or a 60% lower wouldn't prevent enforcement. It basically is worded to describe some part that is meant to be turned into a firearm.  So a 0% lower (a block of aluminum) would certainly fall outside the definition, if you had something like a 50% lower they could still certainly come after you.

As I see it the loophole would be to have the 80% lower be intended to produce something other than a firearm. Say an air soft gun or a crossbow.
What about parts like barrel, springs, slides, all can be turned into a firearm.

The wording in the bill is a little hard to understand clearly and I would have to look at it real closely. I am not sure whether it would include all the parts of just the frame which constitutes the actual firearm. My impression was the part that would become the frame or the firearm.

They're going to have open the can of worms and start making definitions for things like readily. Readily for me is different than you. And the ATF has said that parts are not firearms thus not subject.

Sadly they'll pass it and we'll have to sue and get injunctions.
