2/28/20 Legislative Recap

Senate side had a committee vote that did not have any oral testimony.  All committee members voted Aye for all 3 bills. All except Favella (Ewa Beach).  He voted Nay for all 3.  Gabbard voted aye for 2 and with reservations for 1. Which is weird because he proposed a standard capacity pistol mag limit bill last year (17rds).  There were about 60 of us, and 2 anti 2a who where there.  No red shirts.  Favella came out to us after and talked to us.  Kevin McDonald also was there and he announced he will be running against Rhodes.  He will run as a democrat, but supports the 2a.  He even wants CCW. We need to help this guy any way we can to get Rhodes out.  I talked to McDonald and he said 1 time he called HPD because 2 bums were fighting outside his bar.  No one showed after 20 mins.  So he walked to the station and asked whats up, where is everyone?  They said they will send someone to the bar.  He walked back and no HPD were there yet.  He wants to fix the homeless and drug problem.  He also talked about our economy and how HI ranks very low on many things.  He wants to help change that.  So he's not only about the 2a and crime/drugs.  He talked Econ a little also. 

The HIFICO attorneys were also present, Alan Beck and Stephen Stromberg (sp?).

Senate bills are:

1) Mag limit with grandfather clause

2) Ammo background check which was amended so you can add 1 authorized person on your registration so they can buy ammo on your behalf.  Sounded like they have to be there at the HPD station.  No mail order or just write someones name because they mentioned ID must be checked of that authorized purchaser.

3) Must notify HPD if you move out of state that your taking your guns with you.  If not, it's a $250 fine per gun.

House side was a vote with the entire house floor.  No testimony.  Almost half the house voted nay on the mag limit bill.  Which is a positive because without us, it would have probably only been 3-4. But it wasn't enough and all 3 passed.  HPD was there with about 20 cops.  Chief was there and 19 other high ranking brass.  Red shirts had about 10.  Since this was the afternoon vote, we only had about 25 of us who were able to stay. 

Some special people were acknowledged for being there, like 2 high school students, teachers, etc...Our group was acknowledged prior to the vote as well, even though we were referred to as the "NRA".  And 1 rep (Late?) acknowledged Clifford Goo who taught her her handgun safety class.  Then there was a recess for 5 mins.  When we began, I guess the red shirts felt left out so a rep announced that "ma'am demand" (he got the wrong name and stopped after he said demand), "moms demand action" was there and they are there for auto laws. I heard him say auto and not gun.

The following voted nay: Aquino, Cullen, DeCoite, Eli, Gates, Har, D.Kobayashi, Kong, Mastsumoto, McDermott, Okimoto, Quilan, Say, Tokioka, Ward, Yamane.

The following bills were:

Mag limit with mental health check for minors and some other stuff in it.  NO GRANDFATHER clause

Ammo background check

P80 (Ghost guns)

I left after the mag limit vote so someone else can add more info, or correct anything that I misspoken about or left out that's important.

It's super important that even for votes like today, we show up in our numbers.  Last hearing, red shirts only showed up with 4.  This time they brought 10.  And HPD only showed up with 2, this time they brought everyone.  We understand that not everyone can come to every capitol meeting, but we all need to try.  Every body counts.

Thanks for the update. At this point it's probably best to try and lobby to keep that grandfather clause active during the crossover and conference meeting. We tried hard but the political demographics are an endless struggle in this state.

There is no way to enforce the out of state law.  The key phrase is "permanently move" out of state.  I can move out of state for 10 years and plan on coming back.  Only people who would most likely comply is the miltiary.  The shitty part is, I'm sure they can't just call it in.  They have to take time off and go down to HPD.  And knowing HPD, they have to bring all the guns as well.

The senate bill now heads to the full senate vote.

The house bill crosses over to the senate.

The Chief and the 20 officers were there to intimidate the legislators into voting yes for the bills. Most did. If they didn't, they would be painted as not supporting the police.

The HPD Chief should be elected by the people - along with the Commission. Can we introduce a bill to do that?
