What does that mean ? He was being sarcastic.

Yes this was taken out of context. You need to watch what was said prior to what Trump said. When you do, you see that he never said what is being insinuated here. Here is a good article by Ben Shapiro that analyzes what was really said.

Out of context is where the wolves feed.
However, He said what he said and fed the wolves.
Even though any semi-educated person who heard the whole thing knows he did not mean what the media is stating he meant.

He should’ve just said: “yeah what that guy said. See, we’re working on it from all angles.”
Instead he convoluted the whole thing and gave ammo to his detractors.

I can see where "sarcastic" was used incorrectly. I think he knew what he meant but couldn't find the right word at that particular moment.

Anyone who has experience speaking extemporaneously in front of a large audience knows what I mean.
I have addressed many groups extemporaneously throughout my life.
Club matches, a couple of large weddings, shooting classes, club meetings.

Your mind is racing at 100 mph, your heart pounds. Your mind can go blank.
Just last year I was unexpectedly asked to deliver a toast at a large wedding. I only had about 30 minutes to come up with something.
After it was done, I had to ask my relatives if I made any sense.

Another good example is mazie hirono. She says stupid stuff on the news all the time and she's not even in front of a large audience.

It's fun when you don't take him seriously.

I know what you mean about public extemporaneously speaking.
I had to do that sort of thing a lot and I still have problems.
I still don't remember what I said at my daughters wedding.
I have a bad case of "Staircase wit".

Trump was not wrong about disinfectants, there is a hydrogen peroxide therapy for cancer treatment (which some say that President Reagan had for his cancer).  Big Pharma actively tries to debunk peroxide because it's so cheap.  Peroxide is a disinfectant.
