I have a lower that I registered a month ago and have recently attached the upper but have to “re-register” for the barrel/caliber according to HPD. Can I still use that firearm since it’s “registered.” Also has anyone just slapped an upper while on the range, has any of the range officers prohibited that action? Curious because I wanna try out my 450 bushmaster and 6.5 Grendel uppers.

Correct.

Updating the nomenclature/description of the registration is completely at your discretion.  Nothing in the law requires any kind of re-registration by the current owner for any reason.

If HPD really cared about keeping their records accurate, they would (1) require/'have a process to' unregister firearms that leave the state, and (2) have a law passed to require re-registration after some list of components have changed (barrel length, caliber, action and so on).

Yup. If you registered The lower you’re good to go.
I even have one lower where the caliber is engraved: Multi.

I’ve swapped between .22, 5.56 and 7.62 uppers at the range.
Never had a problem.

I've had this a couple times where the officer tells me I have to bring it back once its done building.
I just reply, "ok."
my feelings on this are that they are trying to suggest to people that don't know, so they come back and register it when its done.  now its got all the parts on it and it will be defined as an "assault rifle".  having the trigger, pistol grip, detachable magazine, barrel, etc.
if it is registered as "lower only", it doesn't have any of those components, and may not be defined as an "assault rifle"
if at a later date they ban assault rifles with the definition of having a trigger, detachable mag, barrel, pistol grip, etc. , and all you have registered is a "lower only", now they cant confiscate your "lower only"
but if you go back and re-register it after you are done building it, then they GOTCHA!!!
that's my theory of why they are telling people to bring it back once its done building

I was advised verbally something like “make sure you come back after you put the barrel so we can register the caliber”
