I've had this a couple times where the officer tells me I have to bring it back once its done building.
I just reply, "ok."
my feelings on this are that they are trying to suggest to people that don't know, so they come back and register it when its done. now its got all the parts on it and it will be defined as an "assault rifle". having the trigger, pistol grip, detachable magazine, barrel, etc.
if it is registered as "lower only", it doesn't have any of those components, and may not be defined as an "assault rifle"
if at a later date they ban assault rifles with the definition of having a trigger, detachable mag, barrel, pistol grip, etc. , and all you have registered is a "lower only", now they cant confiscate your "lower only"
but if you go back and re-register it after you are done building it, then they GOTCHA!!!
that's my theory of why they are telling people to bring it back once its done building
