You motivate people better by positive incentives versus negative.
If every event is in response to a new bill or overreach by the Gov't/HPD, that's by definition using a negative to push people to action. "You better show up, or else
something bad will happen." Or, has happened, and needs to be reversed.
If the individuals and groups had a
positive incentive to join a 2A-protection group, you'd see more people joining and attending events.
For example, if membership included perks (gun shop discounts, monthly sales for members only, maybe even a handgun giveaway -- without it being a "raffle", of course

), you'd definitely see more people joining, Once the people are part of the group, you have a chance to inform them on what's happening and how to participate. If they see no real benefit to joining "yet another gun group", then nothing changes.
