i fail to see how your article proves your original statement...

Try read the whole thing. 

It elaborates on how wide spread it is,  what the vaccine targets etc etc etc.

The 'unexplained' hyper evolution was answered when India used CRISPR to look at it and and they found spliced in HIV Spike Proteins.

No vaccine for HIV ...

You don't know what anyone else here 'believes'.
Debate isn't about 'beliefs' it's about facts.
An educated person should be able to argue both sides of a position, even one they don't agree with.

I thought the government and scientists never made mistakes.  They are the diviners of truth and facts.

Not really the risk is there but exactly how much I am not qualified to answer.  I trust in the government and the scientists.

No one is perfect.  Things change over time and you have them update you.   Science evolves with knowledge and time.
