Sovereign Immunity.  But that immunity is not absolute.  There are exceptions and circumstances that can, and have, given judgements and awards to foreign complainants.

Terry Anderson was held hostage in Lebanon and won around $26M in court against Iran for his abduction.  The US at the time had some of Iran's assets frozen, which they used to pay Anderson's judgement.  Just because someone/some nation sues China and wins is no guarantee they will collect unless they have assets or leverage to force payment.

U.S. Capitol Police learned of the discovery of two pipe bombs on Capitol Hill around the same time, just before 1 p.m. ET that Wednesday. Capitol Police responded to one bomb discovered by an RNC staff member at the organization’s office, just a few blocks from the Capitol.

“That resulted in the evacuation of two congressional buildings" “So the assault on the Capitol is not what caused the evacuations of those buildings? The discovery of those pipe bombs is what caused the evacuations of those?” asked Republican Oklahoma Sen. James Lankford.
