Mailed PTA for rifles and shotguns?

I was on the HPD website to see if I needed to do anything when picking up my PTA and notice a blurb which I didn't notice before.

 "As an option, long-gun applicants may have their processed permits mailed to them. Applicants need to provide a self-addressed pre-paid envelope, certified restricted-delivery return receipt required(available at the U.S. Post Office) at time of application for permit. Long-gun (rifles/shotguns) permits are valid for one (1) year from the date of issue"

Has this always been the case for rifles/shotguns or did it just change?  I know that HPD lost the lawsuit recently on PTA/registration so I don't know if this was a change because of the lawsuit or it was always like this.  If this was a change because of the lawsuit, what happen to handguns?  For what reason can't HPD mail the handgun permit?

This was always an option. Lawsuit applies to handguns.

Two different things.

There has always been an option to have your LONG GUN permit mailed to you if you pay for the Postal services required and provide that prepaid/self-addressed envelope to HPD when applying.  HANDGUN permits had to be picked up in person.

The recent lawsuit settlement mandates that HPD must now email approved permits for all firearms to the applicants upon completion of the FPU process.  So, snail mail (postal service) is no longer needed as an option, and the change applies to both long guns and handguns.

The emailing of permits is required to be implemented no later than Dec 31, 2021.

On top of that, the 10 day time limit to execute a transfer under a handgun permit was ruled unconstitutional.  So, if you can't find time to pick up your firearm for a couple of weeks, HPD can't cancel it and make you submit another application.  That is supposed to be implemented by 15 Sept.
