HPD October 18 "walk ins"

HPD IG page mentions the 10/18 for walk ins. I called them and the sgt there said it's still going to be the current 40 people in line at 7am and they get tickets.  So it won't be like preCovid walkins.

Instead of it being just T and TH "walk ins", it will be M-F.  So don't get your hopes up that 1 can walk in at 1pm and get  a ticket or spot either.

Also IG page changed the number from 50 to 40 eff Sept 7th.  Because some days they have 50 people and HPD staff stays there past 4pm.

I see a lawsuit going their way if they don't let people in no matter what. That would be a de facto ban on 2A as HPD would be refusing service to the public.

How does registration work with the 40 limit?  Website says guns must registered no later than 5 days after acquiring.

Thanks.  They should mention the waiver on the HPD site.  I thought this was a way to start confiscating guns.

Are you sure about that?  From reading that proclamation, it looks like Ige is ADDING TO the list of COVID-related measures, not revoking them.  He lists the continued rise in diagnosed cases and the new variant, among other reasons, as justification for increasing the list of rules.

Nowhere is "firearm" mentioned in the text.

I went down to register today, the guy manning the door said they're not enforcing the 5 day period. I was able to walk in today around noon, and got an appointment for 1:50p...but I may have been a lucky one.

I would say go by noon or so and you'll have a shot. A guy tried walking up around 13:30 and the doorman said he couldn't promise getting him in today. I guess they only take up to 40 people or so...I was #31 @13:50. Good luck  :shaka:

Every other order the frog put out listed every HRS being affected and I noticed that HRS 134 was not written into it this time

I interpreted the new "rules" to be permit to acquire will be up to 10 walk-in's  on M/W/F, and up to 50 walk-in's on T/TH, then down to 40 walk-in's after 9/7. Until previously schedule appointments are done, and the open late on Wednesday's goes into effect.
Permits can be picked-up anytime during pick-up week, until they implement the mail/email process.
Registration is any day they are open, no appointment necessary.

They turned away two guys attempting to register rifles at around 0830 on Friday, Sept. 3, 2021. They told them to come back next week. The combined wait line hit 50 people before 0700. They might be more lenient with pistol registrations, since that usually has a trail of paperwork dating back to the PTA and permit pickup. It is a Royal Hawaiian PITA to get up very early in the morning to go through so many hurdles just to legally own a weapon. We have only a finite number of FFL gun dealers on each island. Registration should have been delegated to the dealers, as it is in CA (per Giffords.org).

While California does not have a traditional gun registration system, it generally requires all gun transfers to be processed through a licensed dealer and requires a state law enforcement agency to maintain records of these transfers in a central database. This system functions similarly to a gun registration system.
