I google mapped [Barbers Point Ohahu HI] satellite view and panned around a bit and it looks like there's a whole lot of storage tanks thereabouts to the west of that. Those white objects in your post right between the runways look like propane storage tanks until you zoom in a little and then they look like long thin tents --see attachment.
There are what look like 18-wheeler trailer boxes all lined up in that area and possibly automobiles around there, too, which might be suitable for "storing" people. Ag workers? I didn't see any farmland nearby. Guards? If that's an impound area for towed cars (parked illegally?) or other vehicles kept perhaps as evidence, I would expect guards --even armed ones, and maybe even snarly old "junkyard dogs" --to be there. Impound areas are usually well-protected from irate citizens wanting to get (read "steal") their vehicles back.

Up almost due north by about 2 km of the "tents," there is Barbera Point Housing on Roosevelt Ave, but that area is off the pic you posted.
So what gives? What are the implications of your posted pic in light of the re-zoning proposal and the use of the term "concentration camp?" Is there a legal description in the re-zoning proposal so we can reference the exact area?
I am not one to accept uncritically any new do-gooder proposals of any governmental entity and sometimes look at them with a pretty jaundiced eye. But I have a hard time relating the semantically-loaded term "concentration camp" to the raw data presented in your post and the linked article.
You'll have to lead me along by the hand on that one.
