Got there at 2:45 and officer said people in line by finger print station may not get serviced today.... got my permit in 20 min, he took permit pick ups....

Officer also said it takes about 15 min per person to complete paperwork....

It's not as manual as you think. It's get entered into a database which they can do at other stations and send the hard copy to records at the main station. It's not HPDs fault. It's the policy makers that have the final decision if they are going to allow it at other stations. Also they have to increase personnel at those stations to accommodate the increased workload and find funding for those positions. I'm in no way defending HPD, I'm just giving the bigger picture so people will stop blaming the wrong people. Go do a protest in front of the mayors office. He can get the ball rolling faster.

I wish he would, since he came down to the range many times to stroke gun owners, and also gained the endorsement of the HRA.

does anyone actually know what they are doing when you go to reg a gun which takes so long?  they pretty much just check that your gun's serial number matchs up right?  I know they take your paperwork to the back and do something but I have no idea what or why it takes so long.  You would think they would do what ever they are doing then during the 2 weeks it takes to check to see if you are legal to have a permit right?

Waiting in line is one of the most frustrating things to do. But, in this case I don't mind at all. Do you really want this particular process to be computerized or keep it like it is (hard copy shoved in a file cabinet)? Think about it.

Something other than a typewriter to fill out permits would be nice. Idk maybe a computer and black & white printer.

Big Island procedures that seem to be different:

The people working in the office are civilian employees, not uniformed officers.  The do clerical work full time and are good at it.

Permits and registration forms are done on a computer and printed out (including a color picture on the PTA).

It doesn't take as long, and there are 5 places on the Big Island that do registrations.

I drove by around 5:40 and saw just one guy on the bench in front of the double doors.  I guess more trickled in.  Still seems busy, but hopefully the line moves quickly. 

In and out in 45 min...... Line inside double doors, mostly firearms registration...

last time i was there, i arrived early in the morning.
talking with an employee that works in the office close by the firearms division.
i offered a few constructive ideas on how to make the process better/faster. 
and i empathized with the workers saying they are doing a great job, and how it isn't their fault the line moves so slow.
the C&C employee only gave excuses on why the process should remain the same.
