This is important cause if Oahu does what Big Island is doing, then there may be a city ordinance for "sensitive places".  City ordinance is diff from state law, but still the law.  Normally Oahu's counsel doesn't do 2a stuff, but as Mayor Rick said, he wants them to pass a sensitive places ordinance.

This would mean that gun free zone signs have the weight of the law behind them.  So if you are CCWing and don't see the sign, you can be arrested for carrying in a private business like Starbucks or Whole Foods. Most mainland states, this gun free zone signs do not have the weight of the law behind them.  They will just ask you to leave. Like "No shirt, no shoes, no service". You cannot be arrested for not wearing shoes in a business. But they can ask you to leave then trespass you if you refuse.

My city counsel member Carol Fukunaga isn't running again. It's between Tyler Des Santos (On some kind of DNC board)  and Traci Toguchi (works for the current Carol and was in Karate Kid 2).  Tyler states when asked if "assault rifles and high cap mags" should be owned, "I think HI's current law is sufficient".  When I asked about sensitive places and having the weight of the law behind them, he stated "they should be treated like no shirt, no shoes, no service. So rules only".  He also thought to just leave the gun in the car. But I explained that would be illegal to do under current law.  When I brought up how casino's in Vegas handle armory storage for armed customers, he thought the cost would be too much for private business owners.

I'm not a fan of Tylers views on other issues, but 2A is 1 of my biggest non-negotiables.

Traci called me back today and I spoke to her for about 40 mins.  She is a lawyer and seems much more analytical than Tyler.  She supports the constitution and when asked about AW and mags, she doesn't know much about them, but stated depends on what the courts decided.  Then when asked about sensitive places, she says like Tyler, rules, not law.  Because what if someone didn't see the sign. Plus HPD is understaffed, so who's going to enforce this.

She also mentioned she works closely with HPD and would use them for guidance if stuff is needed. I told her to take their view with a grain of salt. And gave Ballards press conference about the Diamond Head shooting  and mag ban. "These 2 numbers on my chest are why we need a mag ban".  I explained a high cap mag type rifle wasn't used. And the chief said all evidence was destroyed in the fire.  So I mentioned the autopsy report should tell what caliber is used and it was a big game rifle. We chatted about using emotion to pass laws for a few mins and she said "Wetherby rifle".  I asked how she knew that and she said she was reading the incident report as we spoke. So she agreed that Ballard was using emotion to push law.  I also told her Ballard and 11 other brass showed up in uniform to the floor vote for the mag ban and how no other HPD was present or would be allowed probably.

She then asked about more stats on AW's and like stuff, so I told her about the FBI and CDC website and it breaks it down all on there. Less than 400 murdered by rifles compared to 6000 by handguns, 2/3 of gun deaths are suicides,etc... She asked about CCW holders stopping crimes and I told her most active shootings take place in gun free zones (93%+).  She was then navigating the FBI website and confirmed my numbers. I explained to be cautious of .org websites as some studies may be slanted and she understood.  I used the Eli food court as 1 example and the TX church shooting that was stopped in 7 seconds as another. 

We then talked about the Chiefs rules and I mentioned most anti 2a testimonies were cookie cutter and she isn't a fan of that type of testimony.  But also Mayor Rick wants a city ordinance like Big Island and it's on his website. Which is why I'm paying more attention to City Counsel than normal and the reason for my call.

She also asked me about NV CCW law since I told her we both have our NV CCW and her mom just moved back from Vegas.  She asked how to train HI people to deal with CCW, and I told her they just have to get used to it. No one stops going to the 9th Island cause open carry is legal without a permit and CCW's are issued like candy.  Out of sight, out of mind.  I told her it's legal in NV to walk down the street with a rifle slung across your chest.

Overall Traci seems more analytical, but to Tylers defense, we only chatted via FB messenger and not on the phone.


Call your city counsel candidates and find out their stance as well.  Calvin Say is pro 2a.  Augie seems pro 2a by his social media post, but I never heard a statement from him.

Thanks for taking the time to speak to the reps and for posting your findings.  Interesting (and possibly encouraging) that Toguchi was willing to listen and have a reasoned conversation.

To be fair, Traci's personal cell is on her website. Tyler has no numbers for contact on his website.  So a conversation over the phone has always more dept than chatting via FB messenger.
