Before 1907, there was the City of Honolulu and the County of Oahu.

The two were consolidated in 1907 as The City & County of Honolulu.

King Kamehameha III, on August 31, 1850, officially declared Honolulu a city and the capital of his kingdom.  Honolulu had been the de facto capital since 1845.

Consolidation made sense rather than having two governing bodies overseeing the city and the county independently.
It was my understanding
there is no legal way to be a "city" as we know them in Hawaii.
We are all towns in the county.

I did read that the state of Hawaii has no SEPARATELY incorporated cities.

In fact, Honolulu is described as the unincorporated county seat of the consolidated City and County of Honolulu.

So, yes, Hawaii has cities, but they are unincorporated.
