So 3 people on Oahu were issued their CCW in 2022, 1 was Kit n Gun's guy as he mentioned it a lot on his social media.  Wonder who the other 2 were?

In the past only those who were "connected" were issued the license to carry, Any of you oldsters
remember Kekoa David Kaapu? He announced that he was given a license to carry
a 45acp pistol. It was understood that you had to be at least a former high ranking government offical
in order to qualify. I heard that the spouse of a former official also had such a permit.

It is no surprise that the complete list of people who were issued a license will never be released to the public.
It would clearly reveal the names of who are/were the privileged connected people.
IMHO only a token number of unconnected people will be granted the privilege to carry. In the eyes of
the state, you the unwashed masses have no such right.

Good to know the states AG is publishing fraudulent data. Someone should be charged with perjury. isn't the act of submitting the application part of the "process"?

The Honolulu Police Department was the last to begin issuing permits. Chief Joe Logan signed the first license on Wednesday. He said the City and County of Honolulu still has about 600 applications awaiting processing.

"As a police chief, it's not something I thought I would have to do when I applied for this position a year and a half ago. But the Supreme Court has stated that we in Hawaiʻi, along with six other states, will do this. And so we are there," he said.

"It took a few more months than I anticipated. I have several other applications pending a final review. And I will sign those as they become prepared and cross my desk. Of the 600, we're looking at right now at less than 10 that I have fully completed and I'm working to approve," Logan said.

Having a list of CCW holders in a fair state is not a good thing. But I get what you're saying.

You don't need to be concerned about the state making CCW permit lists publicly available as long as there are laws and rules to protect us, right?

Sheriff’s Office officials say the information released included the CCW holders’ name, age,
address, Criminal Identification Index (CII) number and license type (Standard, Judicial,

To assign causation would be speculative -- unless the canvassers are able to get that data straight from the burglars!

Two more useful metrics would be;  how many fewer permit holders experienced break-ins because they were armed vs. how many more break-ins occurred for people NOT on the leaked list?

Trends and changes in rates of crimes involving list inclusion or exclusion can actually be used as potential evidence.

Good to know that HPD lies to the AG office. They stated that only 6 people applied and 3 approved. Compare that with every other county. and Logans own statements of over 600 applicants back in December.

Hawaii County - 90 apps, 89 approved, 1.1% denial rate
Honolulu County - 6 apps, 3 approved, 50% denial rate
Maui County - 75 apps, 56 approved, 25.3% denial rate
Kaua'i County - 65 apps, 65 approved, 0% denial rate

How is it that Oahu with the largest population base only had 6 applications in 2022?  ???

Both registrations and permit numbers are dropping from the previous 2 years, with 2020 being an all time high. Also half the registrations are from imports from out of state

Update

The 3 issued in 22 were all from Kit's guy. His IG shows 3 CCW cards.  So who were the others denied or did the same guy apply for 6 guns?  As the report says 6 apps processed with 3 approved and 3 denied.

Doing some "math", the first approved instructors were notified mid week.  We took our CCW class that first weekend and submitted the paperwork the first Monday (December 22)

Kits class wasn't the first weekend after approvals were given, but instead the weekend after. So assume his guy submitted the very next Monday at the soonest.

This confirms HPD doesn't process CCW apps FIFO, but random grabbing at the stack.

The report should state how many apps were turned in, but instead uses the word "processed".  So the AG means completed and the CCW was either issued or denied.  "In process" or "submitted" or "pending" isn't used in the report.  So going forward, any numbers posted will be a lot lower than how many people are actually waiting.

When I worked for a place that processed rebates for energy-related purchases, we pre-screened the rebate applications.

Those that were straight-forward, prescribed energy-saving measures (those that conformed to established products with all required documentation) were put at the front of the line.  They were paid within a day of prescreening, because they were quick, easy and properly submitted.  No sense in making them wait behind all the applications requiring additional work to approve.

Many applications were from businesses that didn't follow the prescribed energy-saving measures, but instead wanted to buy a product we hadn't yet evaluated.  We called those "custom measures."  That required an engineer to investigate to see (1) what the business currently used, (2) the technical specs for the retrofit products, and (3) the amount of energy saved over the anticipated lifespan of the new products.  That takes time and extra  approvals.  Some rebates were in the 10s of thousands of dollars, so the calculations and requirements had to be 100% reviewed at different levels.

Then there are the applications that were just hurriedly submitted without the proper documentation and/or with products that didn't qualify.  I remember among the first applications i reviewed, one was asking for a rebate for replacing a split AC system for their home.  They didn't replace the entire AC -- only the outside compressor unit. The rebate only covered complete systems.  It took some research and calling to make sure the facts were correct, and the application was denied.

I can see CCW applications being processed in a similar fashion. The ones that have no problems should be moving through processing quickly.  Those that have mistakes or questions about drug arrests or mental health history would slow their processing down.

I think part of the problem is Cops are not hired to be paper pushers.  Processing applications is a completely administrative task.  I bet the biggest slow-down is with Cops finding other things to take care of that's more interesting while "waiting" for someone to get back to them on applications.
