Special consideration at Kokohead handgun range for tour groups? (Read 2296 times)

Went to shoot at the handgun range today.  Arrived at the same time as a van with a tour guide and some Japanese tourist.  We all walked up to the range at the same time and the previous session hadn’t ended yet.  The man with the tourist had them quickly signed in, without showing any reservation paperwork and then began shooting immediately because there was already a fresh target in place when they arrived.  At the first called cease fire, the tour guide went down range, put up new targets and then left in his van with the tourists that were shooting, He was soon back with another group of tourists and again began shooting immediately since the target was already in place.  For-profit groups using City and County provided facilities to conduct their business seems sketch.  Letting him keep his target up and funnel groups of Japanese tourists through also is sketch.  Some side hustle action.

its a delicate balance because there are also companies/individuals that use the rangeto satisfy  permits to acquire reqs. and they also charge. The silhouette side is also run by a private org that charges for use of a City facility. Those funds were supposed to be for the maintenance and upkeep of that range. It is still closed today...
I just wish those Japanese guides would testify at the Leg to support the 2a cause.
On the rifle side, the only qualm I have is that sometimes they will setup multiple targets and use one bench so that offsets shooters to the left and right

I agree.  Strictly for profit like this Japan Tourist group is interesting.  But for the benefit of the doubt maybe he did work out a reservation, just that the RO is familiar with the group so no presentation of the reservation was necessary.  I dunno.

Can one do that?  Reserve more than one concurrent time slot per person?  I thought no can.

The special consideration is that he was allowed to reserve that bench by keeping the target in place even after he left the area.  If he leaves, at the end of the session, he should take his target down so that the bench is available to other shooters.  Make it fair for everyone.

This is an issue with almost every gun owner in HI, not just the tour groups. Gun stores didnt even submit test for the bill that holds them liable.

right now everyone gets 3 relays per reservation. if he was within his 3, i dont see why its a problem? its like if you left your bench to go pee or take a phone call?

if it was the old system where there was no reserved time slots, then you might have a point.

When my wife shoots with me we normally shoot on bench for 5-6 relays.  First time slot is under my name and the next time slot is under hers.  Maybe get multiple tour employees registering for consecutive time slots???

Was there a shortage of stalls available so others who wanted to shoot, were unable to shoot? If not, then what's the issue?
