So after 1/24 how can one find a HPD certified NRA Firearms Safety Instructor?

Will there be a State registry?

Do we go to the HPD website to see who is qualified and their contact info?
Sometimes you gotta know when to save your bullets.

No one knows. But if we use the CCW instructors approved by HPD as any indication, then there will be nothing online.  Basicially, you have to believe/trust the instructor.

Ask for their instructor certificate or check nra creds here:

Will this link show that HPD has approved them to teach the class?

If you took a class within the past 4 years, you could ask the instructor to teach you the missing modules and redo the affidavit.

If HPD approves of NRA certifications meeting the requirement, then yes

That is wrong because:

1) Suicide things need to be added and taught
2) ALL instructors need to be approved by HPD.  No longer can 1 just have NRA credentials.

Chief of police can can choose to accept a nongovernmental organization’s certification, so being an NRA instructor MAY still be good enough… if the chief decides it is.

I have an NRA instructor certification.
So HPD has to approve my certification now.

Here is the obvious question...
Who has HPD certified to be an instructor?

If they cut off the supply of instructors, then they cut off the permits, therefore they cut off the guns.

Government Jolly Green is laughing at us.
Basic war strategy...cut the supply line to your opponent.
this would be an even more egregious 2A violation than the earlier non-ever CCW's issued, before Bruen.  IMHO.

They already cut off the ability for public range use for CCW test.

Seems like it would be ripe for a court challenge, like Oregon’s purchase permit law.  They didn’t have a system in place to issue permits before the law went into effect, so it was a de facto ban on buying firearms.  Oregon Supreme Court enjoined it.

I could be reading the wrong version of 1230 but it says the 4 hours of classroom "may" contain a video with the suicide/mental health things. so it "may" not be a hard requirement.

I dont read anything that states trainings must occur after jan 1st, or that trainings prior to jan 1st are invalid. The way I see it, as long the instructor has gained certification or verification from the chief, any course that they have taught within 4 years of the application for permit to acquire would be sufficient to satisfy the requirements.

Hopefully instructors have been proactive and have already received certification or verification from the chief.

So has any instructor been approved? The answer is no.

Read.CD1. 4 (A). There is no may in there. "As well as a componant of mental health, suicide..."

So refer back to people missing the above, hence their classes are useless.

But go ahead, take a class now or tell friends/family/people to. Bumbai u going learn.

are you sure the answer is no? there is a section on HPD firearms website that has instructions on how to get verified as a firearms instructor.

as for cd1.4(a), im not sure if im reading the right one because i am reading the bill for a measure, not the hrs but i believe that wording is in section 7 of the bill which appears to only pertain to 134-9 LTC? so LTC course now requires mental health component, but not permit to acquire course?

Yes, the answer is no. U can prove me wrong and post it here of whos been "approved".

Read section 134-2 on CD1. If u feel the need to question any further, then i wont reply to the same thing as the answer wont change.

The law reads:

Quote from: Hawaii Legislature
A firearms training or safety course or class… provided that the firearms training or safety course or class provides, at a minimum, …a total of at least four hours of classroom instruction, which may include a video, that focuses on:
(A) The safe use, handling, and storage of firearms and firearm safety in the home, as well as a component on mental health, suicide prevention, and domestic violence issues associated with firearms and firearm violence; and…

So the requirement is for four hours of classroom instruction that focuses on…a component on mental health, suicide prevention, and domestic violence issues.  That four hours of classroom instruction MAY include a video.  If the comma after “video” wasn’t there, you might have been right.

That language appears in §134.2 - Permits to acquire.

The law as passed: https://www.capitol.hawaii.gov/sessions/session2023/bills/SB1230_CD1_.pdf

Oh I see where you are referencing now. I read section 4 differently because of the extra commas. But in the context of the bill it makes more sense the other way.

Also I know no instructors and I dont care to prove you wrong or post anything here.

My CCW instructor did cover suicide already.  So makes you wonder if you can do 2 birds. 1 handgun safety class that overlaps with CCW.
