I’m Confused!: Can anyone provide Guidance?

So I wanted to post a question.  Knowing that on January 1, 2024 the Firearms law changes…..

I have a long gun permit that expires on 1/5/2024.

I think I remember that we can only renew the permit 14 days before expiration.    I applied on 12/19/22 but my permit wants issued till 1/5/2023 due to holidays.

Can i apply prior to the end of 2023 (I think I can) and get the permit in 2024 or will this be a “moot” issue?

According to the new law you cant be issued a new permit until you complete the new approved hunters ed or handgun courses. to determine the earliest you can apply for renewal they go by the date on the permit, so the date you applied for that permit is meaningless to them. long story short, I think you are screwed. I would ask hpd or DLNR asap if their current hunters ed course satisfies the new requirements, if it does, take that asap then you should be fine. if it doesnt, buy up long guns now before jan 5th.

If you’ve got a license to carry, there’s no 14-day waiting period for your permit to acquire (HRS 134-2(e)).  So if you apply prior to 1 January and qualify under the current rules, they should issue it on the spot.

As I understand the situation…

Your current permit expires 1/5 2024.  You can apply for a new permit 14 days prior, which is 12/21/2023.  As I read the law, if you have a license to carry, you aren’t subject to the 14-day waiting period to after applying for your permit.

So, as I see it, you could go in on 12/21/2023, apply for your permit, and get it the same day… and not be subject to the requirements that go into effect on 1/1/2024.

Will HPD see it that way? I don’t know.  Worth a try, it seems to me.

The permit is valid until 01-05-2024. If you want the permit to be issued the same day, you’ll have to wait until it expires for it to be issued same-day.

Is that in the law?

And in that case, why couldn’t someone surrender their current permit (within 14 days of expiration) and get a new permit issued immediately, if they have a license to carry?

If there is a gun you want, I would get it now. Bc come January 1st, who knows exactly what will be the changes. Even hpd doesnt know. That's what I'm doing. Getting what I can while I can

The law and procedure don't say that so I dont think you can do that. Hpd isnt logical, they are box checkers. If there's no box to check, then no can do that

There is no new hunters Ed course requirement.  The current curriculum is fine for getting a long gun permit next year as long as it was taken within the past 4 years.

The new curriculum is only applies to firearms training courses.

perfect so just use your hunters ed card that is less than 4 years old and youre set for long gun PTA. do not give them your firearms affadavit cus then you would be denied.

Sort of.

That's their policy, but if you misplaced your permit, you have to file a police report stating the existing permit was lost before applying for a new one.

So, in reality, if you misrepresent the status of the first permit, you can apply again.

Outside of that, they will not allow you to overlap permits -- have to pick up the new one no sooner than the day the old one expires.

So if I took my hunters ed course 20 years ago, can I take it again and use that to be in compliance for long gun permit in 2024?

Yes, for long gun permits only. unless zippz is wrong or if hpd makes anykind. we wont know for sure until after jan 1st and someone tries.

There is an online course now, which is easier to do than the course 20 years ago. or harder if you dont know how to use computers.

I actually spoke with the Administrator of the Hunter's Ed Program. 

Currently their software is being update to reflect the changes coming Jan 1. Based on what i asked him, he said i can take the course anytime BUT since the license would be only valid for four years, he suggested i do it after January 1.  That way i do get four full years of use.

If it were me, I wouldnt wait. There will be hundreds or thousands of people going this route after Jan 1st. I dont know the numbers but I bet there is a good chunk of people who only have NRA affadavits that are not gonna want to pay for the new course, and are going to go the hunters ed route for long gun PTA.

Hopefully their software is being updated to remove human interaction completely from the process because theres no way that DLNR staff can handle whats coming.
