With regard to 3 combo number safes, my bike lock has the same. I always set it to a certain number after locking it. I went back the other day and the numbers were in a different arrangement.  Which means someone was trying to guess the combo to steal my bike.

Most combination locks can be decoded easily by feel, visually, or with a pick within a minute.  It's somewhat uncommon to find one that can't be.  That's why I stay away from combo wheels.

Example of a home invasion where a quick access safe comes is useful.  Late at night in the dark.  Don't think there were kids there.
