SNEAK attack: Another Fire mission SB2845
« on: February 12, 2024, 04:14:36 AM »
Remember how I keep warning you folks to watch your six?
I suspected SB3196 was a diversion.
At the same hearing on the same day at the same time, they are proposing SB2845 which basically prohibits people under 21 from going shooting.
For me, I was shooting guns since I was 7 yrs old. I taught my 4 kids when they were young also. None of them are in jail or rehab.

So what I suspect is that they (legislators) scheduled 2 anti-gun law hearing at the same time so we all jumped on SB3196.
So we all submitted testimony about 3196 and popped open a beer and watched the football game.
Unaware that another law was sneaking in behind YOU.

member BRU brought this one to our forum.

This high school shooting club would be illegal and the coach would be arrested for selling ammo to these high school kids. This is not a joke.

"The committee(s) on PSM has scheduled a public hearing on 02-14-24 3:00PM; Conference Room 225 & Videoconference."

I'm guessing that means testimony due by tomorrow 3pm
I’m becoming clinically undepressed and thinking about beginning it all.

Green is set to sign this into law on Monday.

Under 21 can't buy ammo.
This state is trying to micromanage people and failing miserably.

"Sen. Glenn Wakai introduced the bill after a gun-owning constituent reached out about his suicidal daughter. Wakai said the dad was a responsible owner and kept his ammo locked separately from his gun."

Well the law doesn't address that.  Under 21 can still buy ammo when the they are going to the range or hunting.

The gun is locked, so her buying ammo doesn't matter right?

What if she eats the ammo in order to commit suicide through lead poisoning?

The right answer is the daughter should be getting treatment and under constant supervision.  There's still knives, rope, drugs, falling, etc so it's a false sense of security.

So many ways a suicidal person can kill themself.  Not only firearms.

One constituent reaches out to Wakai and he goes all crazy and imposes crap that impacts the whole 2a community.

Proves there is an agenda instead of critical thinking.

Like I mentioned earlier, the politicians taking the oath of office are all full of shiite.

I read through a lot of stuff but couldn't find an answer.
Does this bill prohibit military personnel under 21 from buying ammunition?
That wouldn't make sense.

Politicians got no problem with under 21 people they consider "a child" to go off and fight and die in America's wars.

But that same child in the civilian sector?  Uh uh.  Politicians need to appease the anti-2a crowd and the extreme left activists else they lose their job and have to find a real one.  Never mind that they are supposed to follow oath and protect the Constitution.

Yep. Doesn't make sense but kinda explains the nonsense.

Yes it does.  There was 1 military guy who's under 21 who testified about it and how he practices in his free time.

Isn't the legal age to own a rifle 18?

Isn't the legal age to own a rifle 18?

Requirement for Permit to Acquire:
Quote
Citizens, nationals, or lawful permanent residents of the United States of the age of twenty-one years or more;
https://www.capitol.hawaii.gov/hrscurrent/Vol03_Ch0121-0200D/HRS0134/HRS_0134-0002.htm

For Registration:
Quote
No person less than twenty-one years of age shall bring or cause to be brought into the State any firearm.
https://www.capitol.hawaii.gov/hrscurrent/Vol03_Ch0121-0200D/HRS0134/HRS_0134-0003.htm

For transfer or possession:
Quote
§134-4  Transfer, possession of firearms.
(a)  No transfer of any rifle having a barrel length of sixteen inches or over or any shotgun having a barrel length of eighteen inches or over, whether usable or unusable, serviceable or unserviceable, modern or antique, registered under prior law or by a prior owner, or unregistered shall be made to any person under the age of eighteen years, except as provided by section 134-5.
Quote
(c)  Any lawfully acquired rifle or shotgun may be lent to an adult for use within the State for a period not to exceed fifteen days without a permit; provided that where the rifle or shotgun is to be used outside of the State, the loan may be for a period not to exceed seventy-five days.
Quote
§134-5  Possession by licensed hunters and minors; target shooting; game hunting.  (a)  Any person of the age of sixteen years, or over or any person under the age of sixteen years while accompanied by an adult, may carry and use any lawfully acquired rifle or shotgun and suitable ammunition while actually engaged in hunting or target shooting or while going to and from the place of hunting or target shooting; provided that the person has procured a hunting license under chapter 183D, part II.  A hunting license shall not be required for persons engaged in target shooting.
https://www.capitol.hawaii.gov/hrscurrent/Vol03_Ch0121-0200D/HRS0134/HRS_0134-0004.htm
https://www.capitol.hawaii.gov/hrscurrent/Vol03_Ch0121-0200D/HRS0134/HRS_0134-0005.htm

That last one is going to be a stickler since the age of majority can change depending on the context.
Quote
Those under the age of majority are referred to as minors and are legally forbidden from enjoying certain privileges or rights (e.g. the right to vote, buy and/or drink alcohol, marry, sign a binding contract). There are other exceptions, however, in which also those who have reached the age of majority can be referred to as minors. For example, if a country's age of majority is 18, but the legal drinking age is 21, then a 20 year old would still be considered a "minor" in situations involving buying or consuming alcohol.
https://en.wikipedia.org/wiki/Age_of_majority

So, in the context of lending a long gun to an "adult" or an "adult" able to accompany a minor, I would interpret the word adult to mean anyone over 18.

...
That would make sense. If you can join the military at 18 then obviously you can be entrusted with a firearm.
Trivia...
My dad bought me my hunting shotgun when I was 16.
Still got it.

The under 21 firearms ban is one of the big things on the 2a radar.  Hawaii is the strictest in this regard, maybe the only one with a complete ownership ban.  Other states ban the purchase, but allow gifting of long guns to under 21 at the very least. It'll be overturned within a few years, or at least loosened

This is what made me think 18 was good for long guns and 21 for pistols. Why would they include this?

A person can transfer a long gun to a person 18 years and above.

However a permit to acquire is needed first, and that requires a person to be 21 and over.
