The GOP is working on legislation that will mandate US citizenship to vote in federal elections.  If this is already a requirement, why are they working on legislation to mandate it?

Another thing I don't understand is some groups are opposed to what the GOP is doing because it will "erode voter confidence in the electoral process".

Huh?  I would think it would bolster confidence.  WTF.

Anyway, I'm reaching out to forum members more knowledgeable in these matters to clarify for me.

Given that it's against federal law for states to allow non-citizens the right to vote in federal elections, there's nothing on the books specifying how that should be enforced.

If a state permits voting with no verification of the voter's citizenship, the state is not breaking the law unless they have reason to suspect the voter is not a citizen and allows them to vote anyway.

The new law would force states to verify the identity of voters as well as citizenship status -- usually done as part of the registration process.  However, many states are allowing people to be automatically registered to vote when they get a driver's license or some other state run program aliens are allowed to apply for, like some welfare programs.

Some states have made it a crime for a government employee to even ask for a person's citizenship status.  This is mainly in so-called sanctuary states.

The bill is intended to keep the states honest by putting simple and effective measures in place to prevent aliens from voting in US elections.
