New 2024 Hawaii gun law and CCW questions

Hoping you folks can answer this for me. I’ve already called HPD on Oahu, Hilo and 4
different firearms instructors but none of them could give me a straight answer. The instructors all told me they would have to look into it and get back to me.

I already have 2 CCW permits from prior to the new 2024 law changes but I will have to renew them this year, so my CCW applications for this year should just be considered renewals and not a new application. (No clue if that matters or not)

Questions:

1. If I only take the CCW training course and proficiency test, is that affidavit sufficient enough for me to purchase new firearms?  Or do I still need to take the Basic pistol safety class in order to purchase new pistol and long guns.  One instructor told me if I only take the CCW class and proficiency test with him that would be good for both CCW and new firearm purchases.


2. Does the new CCW have County/island reciprocity, meaning if I get my CCW permit in Hawaii county on the big Island, can I CCW on Oahu or Maui using that same permit, or would I have to get separate CCW permits for each island?

3. Do I still need 2 separate CCW permit cards for the 2 firearms I carry? or are they allowing is to carry just one CCW permit with multiple firearms listed on one card?

Thanks in advanced. Ill also be emailing HIFICO to see if they can answer these questions.

#1 and #3 doesn't make sense at all in my opinion.  And I honestly don't care to know the reason they will give.

So I don't need to do a big island ccw anymore if I already passed on Oahu?

I am on Kauai with LTC from KPD. I called HPD firearms direct and they said I can cow on Oahu with my Kauai LTC. However, she said to be certain to have the registration paper for that firearm as they have no record of it in their system. This would be to prove I am registered to the firearm. My LTC is firearm specific so I don't get it but that's what I was told. Not sure how this applies to me going to another out island other than Oahu. I had this conversation only a week ago with them so it should still be current info.

If you are a current CCW Holder, i would assume every county issues a "card".  (Im on OAHU)  I carry mine with me.  Also make sure if your card is "GUN"/Serial specific, that is the gun you have on you.

In case you get stopped....

What I gathered from a few different sources including HIFICO, is that Even though My LTC was issues in January of 2024, all of my firearm training was completed years ago prior to 2024 and even through the Issued date on my LTC says 1/11/2024 Because I applied for it in December 2023 my LTC falls under the old rules and is only valid for 1 year on the Big Island Only.

I am re-taking my safety classes this month and when I renew my LTC the new one will fall under the new 2024 law and be good for 4 years on any Island.

@KEKOA makes a good point about carrying a copy of your firearm registration along with your LTC card with you when you travel to another island because that counties PD might not be aware you have a valid license to carry from a different Island. I’m sure there is a way for them to contact the issuing county and verify all the info is valid but maybe providing a copy of the firearm registration along with your LTC will help expedite the process. I’d hate to get pulled over for a traffic violation on another island and have to spend hours waiting for HPD to validate my LTC. I keep a copy of all my firearm registrations on the files app of my phone.

I also have 2 separate CCW permits that I purposely waited and applied for 4 months a part. That way when one LTC expires and is in the renewal process, I still have a valid LTC for my 2nd pistol so I don't have to go months unarmed.

  Thanks for all the info guys.  Sucks we gotta pay for new training but whatever, at least we can stay strapped.

Good suggestion, but also because it's the law.  You have to carry your CCW card with you when CCWing the gun that's on that card.

I would "assume" that's it's on the card, but knowing now that other "counties" have differences, i wasn't sure.

Can't pass judgement when i'm on Oahu.  I would assume statewide we would be all "equal" but found out we have some "differences"

I would also assume the following:  Not everyone understands in 2024, our license issued is good for four (4) years and is "Statewide".  What i'm not sure about is what happened in Maui County....the people that submitted in December 2023?

Section (l) of the HRS. the serial # has to be on the CCW card per HI law. If other counties aren't printing it on there, then they are violating the state law.  And even if they aren't , it's up to us to know the law and know that you can only carry the gun you were approved for. So no can buy a new gun and automatically carry that one.

At 1 point, NV did the same thing, but then switched to any gun (2013 or so). My hope is 1 day, HI does the same cause the per gun thing puts more work on the processing people. But NV doesn't hate guns as much as HI does, so I also won't be holding my breath.

HPD did take a stand against having to register tasers/stun guns because it's too much for them to do.  The bill died.  But, this was during covid too, so who knows what may happen later.

I have a CCW license from that state.
Will Hawaii honor that license?
Probably not.
Yet I have a Hawaii drivers license, that WA state honors,

Renewed my 2023 approved handgun this June and got approved after 69 days but not as renewal but as new application. I am not sure if we have a renewal process in place. I was surprised that HPD just added the newly approved CCW to my current CCW card issued this January 2024, so both handgun has the same expiration date now. Sad because I thought I could overlap each handgun expiration.

Yes. Paid $150 for 4 years CCW. I was told that I can add as much handgun I want within the 4 years period but all will expire at the same date. HPD said LTC overlapping is not possible with new 2024 law.

aww man no way.   On the bright side at lease the LTC’s are good for 4 years. did you have to pay $150 for each pistol or just $150 for both?

Paid $150 for both. And was told I had to start over this year it wasn't a renewal

All islands as they passed state law on senstive places as well.
